Law allocates part of the money from bets to the Federal Police fund

The Conversion Bill (PLV) No. 8 of 2026 originates from Provisional Measure (MP) No. 1,348 of 2026, approved by the Senate on the 8th. The text sanctioned by President Luiz Inácio Lula da Silva allocates 3% of the resources obtained by the government with bets to the fund.

The amounts, which were previously directed to social security, will now cover health expenses for Federal Police (PF) employees. The allocation of betting resources will be done gradually: 1% in 2026; 2% in 2027; and 3% from 2028. The rule also authorizes a transfer of up to R$200 million made by the federal government to Funapol in 2026, using free resources from the National Treasury.

During the sanction ceremony, at Palácio do Planalto, the MP's rapporteur, deputy Aluisio Mendes (Republicanos-MA), assessed that the initiative will be of “great scope” for the country's public security. “Without a doubt, one of the biggest problems facing society in Brazil today is public security and the fight against organized crime.”

The general director of the PF, Andrei Rodrigues, highlighted that the measure reaches around 30 thousand families of the corporation's employees. “Investing in those who face complex challenges on a daily basis, often in situations of high risk and great physical and emotional stress, is investing in a fairer and more prosperous country.”

Funapol was created by Complementary Law 89 of 1997, to finance the activities of the PF, and originally allowed a maximum of 30% to be allocated to daily expenses. Law 14,369 of 2022 increased this limit to 50% and included other types of expenses not directly related to the core activity, such as indemnity installments, the health of these employees and compensation for availability.

With the new law, there is no longer a limit on expenses of this type and new additional expenses are included: reimbursement for health expenses and compensation for extraordinary activities.

The text also allows the Ministry of Justice and Public Security to extend the cost of health expenses to employees of the Federal Highway Police and the Federal Penal Police. Remuneration for extraordinary activity may be created for these other police officers by law.
