Brazil expressed concern about the possible “risk of use of military force by the United States” on national territory after Washington classified two Brazilian criminal groups as terrorist organizations.
The warning was made by the Minister of Foreign Affairs, Mauro Vieira, in a letter sent to the National Congress, to which the France Presse agency had access.
“This unilateral classification could be invoked to justify extraterritorial actions against Brazilian institutions”, stated the chancellor.
President Luiz Inácio Lula da Silva opposes the classification adopted by the United States. According to Washington, the measure would allow US actions against leaders of these groups anywhere in the world.
In May, the United States government declared the First Capital Command (PCC) and the Red Command (CV) as terrorist organizations. The American administration alleged that the two groups maintain “illicit networks” that extend beyond Brazilian borders.
The factions operate mainly in drug trafficking and also have other illegal sources of income in Brazilian communities.
Since returning to the White House in 2025, Donald Trump has classified different criminal groups from other countries as terrorists, including the Sinaloa cartel, in Mexico, and the Tren de Aragua, in Venezuela.
Washington has already launched actions against the Tren de Aragua in Venezuela and carried out deadly attacks against vessels identified as belonging to drug traffickers in the Caribbean and the Pacific, without presenting public evidence.
In Brazil, the right-wing opposition praised the American decision and accused the Lula government of leniency in the fight against organized crime, as the presidential elections scheduled for October approach.
Brazil and the United States also face trade differences. The Trump administration must decide by July 15 whether to apply 25% surcharges to several Brazilian products, following an investigation into alleged unfair trade practices. The Brazilian government rejects the accusations.
