According to the parliamentarian, inclusion must be present in all spaces of society and cannot be limited to paper. "Social inclusion only truly happens when we guarantee real opportunities for all people. It is not enough to guarantee rights in legislation. It is necessary to create conditions for them to be exercised on a daily basis. Sport, education and physical activity are instruments of citizenship, health, autonomy and coexistence. Our mission is to ensure that people with disabilities are no longer invisible and have access to the same rights as any citizen", he highlighted.
The law considers a person with a disability to be someone who has a long-term impairment of a physical, mental, intellectual or sensory nature that, in interaction with barriers, may restrict their full and effective participation in society on equal terms with other people. Now, it will be up to the Executive Branch to regulate aspects such as supervision, professional qualification criteria and other procedures necessary for the effective application of the standard.
Action – The defense of social inclusion is one of the main pillars of Wilson Santos’ mandate. Throughout his parliamentary career, he has authored approximately ten laws aimed at promoting the rights of people with disabilities and accessibility in Mato Grosso. Among the most recent regulations is Law No. 13,367/2026, which determines that banking institutions and establishments with self-service terminals adapt, within 120 days, ATMs for use by people with disabilities, especially people with dwarfism and wheelchair users.
Also part of this set of initiatives are Law No. 12,675/2024, which establishes guidelines to encourage access and entrepreneurship focused on Assistive Technology, Law No. 12,084/2023 which makes the installation of adapted toys and leisure equipment mandatory in public parks, Law No. 11,427/2021 which expands opportunities for reserved places in the State Public Administration, Law No. 10,941/2019 which guarantees free registration for street running competitions for people with disabilities and Law No. 10,553/2017 that establishes the State Week for People with Disabilities and the Day of the Fight March for People with Disabilities.
In addition to legislative production, the deputy also promotes initiatives aimed at debate and the construction of public policies. In 2019, the Thematic Sector Chamber for People with Disabilities was installed in the Legislative Assembly of Mato Grosso. In 2025, the 1st State Seminar was held – Framework for the Fight for the Rights, Trajectories and Current Challenges of Accessibility and Inclusion of People with Disabilities, bringing together representatives of public authorities, experts and civil society entities to discuss advances and challenges of inclusion in the State.
