The State Public Ministry (MPE) initiated a preparatory procedure to investigate the mayor of Rosário Oeste, Mariano Balabam (PSB), to find out how and why machines and trucks belonging to the husband of the municipal secretary of Environment, Ariane Ferreira, are used in works at the City Hall.

In addition to being the husband of the head of the Environment department, Thiago Oliveira Fernandes, the owner of the trucks and machines, is the brother of the municipal secretary of Social Assistance, Renata Franciele.

The prosecutor of Rosário Oeste, Lysandro Alberto Ledesma, initiated the preparatory procedure to investigate a contract between the Municipality of Rosário Oeste and the companies Transmax Locadora e Construtora and Construtora Neves Galvão, on July 1st, in accordance with Ordinance No. 94/2026.

The MP suspects that the machines and trucks were sublet or made available to companies.

The procedure was initiated after the prosecutor found irregularities and omissions by managers and companies in providing information to the Public Ministry. According to the prosecutor, neither the mayor nor the company Neves Galvão responded to ministerial requests.

The purpose of the procedure is “to investigate an alleged scheme to receive undue advantage, as well as to determine the legality and civil, administrative and criminal liability resulting from the repeated failure of the Municipality of Rosário Oeste/MT and the company Neves Galvão to respond to the requests of the Public Prosecutor's Office in the files of SIMP nº 000078-005/2026”.

The prosecutor ordered the reiteration of letters to the owners of Construtora Neves Galvão and mayor Mariano Balabam, giving a non-extendable deadline of 30 days.

Both were warned about criminal liability for omitting the required information.
