Government appoints 500 CNU graduates for transversal careers

There were 250 for the position of Technical Analyst for Justice and Defense (ATJD) and the remaining 250 appointments are for the career of Technical Analyst for Socioeconomic Development (ATDS). They will all be assigned to the Ministry of Management, and will carry out their activities in a decentralized manner in direct federal public administration bodies.

The nominations of those approved in the Enem dos Concursos were published in an extra edition of the Official Gazette of the Union on Monday (20).

The two positions were created in 2025 by Law No. 15,141/2025 and are part of the transversal careers of the federal public administration, which, in practice, allows employees to be allocated between different ministries and departments, according to the demands of the federal government.

Possession

Appointees must observe the guidelines and procedures for inauguration established in Personnel Ordinance 8,453/2026, of the Ministry of Management.

The mandatory documentation for possession is available on the Server Portal.

Documents must be presented through the SouGov.br digital platform, according to the guidelines contained in the Entrance Manual.

Medical inspection

For the official medical inspection, those appointed must first arrange, at their own expense, the admission medical examinations provided for in the ordinance. Among them are:

complete blood count with platelets;

ABO blood typing and RH factor;

fasting blood glucose; creatinine;

lipid profile (total cholesterol and triglycerides);

EAS, popularly called urine test, among others.

During this medical inspection, a Declaratory Certificate of Physical and Mental Fitness or Unfitness will be issued, a mandatory document for the future employee to take office.

Professionalization

After taking office and beginning to carry out their activities, new employees in both careers must participate in the Professionalization Program for the Justice and Defense Policy Development and Socioeconomic Development Careers (Profcar), of the National School of Public Administration (Enap).

Registration must be done online directly on the official Enap portal between the 3rd and 14th of August.

The professionalization of newly appointed employees will begin on August 18th and is scheduled to end on October 23rd.

The program has a lato sensu postgraduate level, with a minimum workload of 360 hours, and will be exclusively in person.

Participation in the program is a requirement to pass the probationary period.

CNU 2

The second edition of the Unified National Public Competition offered 3,652 vacancies distributed across 32 federal agencies. Public positions were grouped into nine thematic blocks. The positions in each block could be chosen according to the order of preference indicated when the candidate registered.

Of the total, 3,144 vacancies were allocated to higher-level positions and 508 to intermediate-level positions.

As provided for in federal law, the unified competition reserved places for black people, people with disabilities (PCD), indigenous people and quilombolas.

In this selection process, the Ministry of Management also adopted the gender equality mechanism, with the aim of ensuring that the number of women approved for the discursive phase of the competition was proportional to the number of male candidates.

The unprecedented measure resulted in the participation of more than 24 thousand women, around 57% of those selected, in the tests.
