TCE investigates R$450,000 contract for Juliana Bonde's show in Guajará-Mirim, RO

To check whether the price was compatible with the market, the TCE compared the contract with similar presentations carried out in other states. In 2026, municipalities in Mato Grosso and Minas Gerais contracted the Bonde do Forró for R$185 thousand and R$170 thousand, respectively. The Court also found a proposal from the company itself, presented in December 2025, worth R$ 235 thousand for the show by Bonde do Forró and Juliana Bonde, without the participation of "DJ Maluco". Another point that raised doubts is the hiring of “DJ Maluco”. According to the report, technicians did not find market references that prove the amount paid for it as an independent attraction. During the analysis, the Court identified information that he acts as a music producer and one of those responsible for Bonde do Forró, and not as a separately contracted artist. Therefore, the investigation will determine whether he really made an independent presentation or whether he was already part of the band's structure. In the opinion of the technicians, this reinforces the need to clarify whether the increase of R$ 215 thousand in the contract had a justification compatible with the service provided. In addition to the possible overpricing, the Court will investigate other suspicions, such as changes in the object of the contract after the initial proposal, the justification for contracting without bidding and the information that the main formation of Bonde do Forró could have another commitment on the same date as the event, held on April 11 of this year. Given the evidence, the TCE decided to transform the preliminary investigation into an inspection of acts and contracts. Now, the General Secretariat for External Control will be responsible for further investigations and verifying whether there were irregularities in the hiring.
