After three and a half years in office, the governor of Paraná, Ratinho Junior (PSD), fulfilled 17 of the 26 promises made during the re-election campaign in 2022, according to a survey by g1. The Politicians' Promises project, by g1, monitors the fulfillment of commitments made by candidates for mayors, state governments and the Presidency of the Republic. At this stage of the project, the survey considers a balance of what was delivered between January 1, 2023 and June 30, 2026, a period equivalent to three and a half years in the position. Of the 26 commitments made by the governor in the 2022 elections: 17 were fully fulfilled; 4 were partially fulfilled, still with pending issues; 5 were not fulfilled. Monitoring politicians' promises has been carried out by g1 journalists from all over Brazil since 2015. See below the promises separated by themes: Health Education Infrastructure Environment Public safety Urban mobility Open an emergency room in Lapa The promise to implement an emergency room at the Hospital Regional da Lapa São Sebastião was fulfilled. In the government's plan, Ratinho Junior committed to installing the unit to expand urgent and emergency care in the region. The emergency room is a reference for the municipality of Lapa and 12 other cities in the region, serving an estimated population of 270 thousand inhabitants. The emergency room opened in January 2023 and provides, on average, 1,300 visits per month. Since the beginning of activities, the unit has recorded more than 52 thousand consultations. Create the Precision Public Health Center The promise to create a Precision Public Health Center was fulfilled after the election, at the end of Ratinho Junior's first term. In the government's plan, he committed to implementing a unit aimed at supporting genomic diagnoses for patients in the Unified Health System (SUS) with rare diseases and cancer. The Precision Public Health Center (CSPP) opened in December 2022 and is operational. The unit develops projects to incorporate precision medicine into the SUS through genomic sequencing technologies applied to diagnosis and definition of treatments. In 2025, the center carried out around 2,000 genomic sequences as part of the Genomas SUS project. CSPP also participates in research aimed at diagnosing rare diseases in newborns and patients with specific genetic conditions, contributing to the early identification of these illnesses and directing treatments. Reducing the queue for elective surgeries in less than a year in Paraná The promise to reduce the queue for elective surgeries was fulfilled. During the campaign, in an interview with RPC, Ratinho Junior committed to reducing the wait for procedures in the first year of the second term. In 2022, the queue was estimated at around 200 thousand patients. In 2023, the Paraná Regulation Access Center (Care/PR) registered 91,449 patients in the queue for elective surgeries. The number continued to fall in the following years, reaching 84,992 in 2024 and 73,130 in 2025. In the same period, the total number of elective surgeries performed in the state increased from 488,441 in 2022 to 790,629 in 2025. What the government says: the State Department of Health (Sesa) states that it maintains permanent control of the waiting list and that the average time for performing surgeries fell from 105 days in 2022 to 57 days in 2026. According to the ministry, the current monthly average is approximately 66 thousand elective surgeries, more than five times higher than that recorded in July 2022. Creating the Connectivity Ring for Regional Research and Innovation The promise to create the Connectivity Ring for Regional Research and Innovation was fulfilled. In the government plan, Ratinho Junior committed to implementing a high-speed data communication network to connect universities and research institutions in Paraná. The project has been implemented. Of the 26 municipalities planned, 15 already have 400 Gb per second links installed. R$62.9 million was committed to the initiative and execution follows the scheduled schedule. The forecast is that all state universities, including headquarters and campuses, will be integrated into the network by December 2026. Creating the Open University of Paraná The promise to create the Open University of Paraná was fulfilled. In the government plan, Ratinho Junior committed to integrating state universities into a digital education network to offer courses, training and educational projects in distance and hybrid modalities. The platform was implemented through the Virtual University of Paraná (UVPR) and is operational. Currently, it brings together around 11 thousand participants in extension, undergraduate and postgraduate courses. Around 21 thousand students have already participated in the program. Investments are made directly by state higher education institutions, in accordance with approved projects. Among the initiatives offered are Qualified Training courses in Digital Security, in partnership with the Brazilian Army, and Strategic Management and Governance in Public Ombudsmanship, developed by the State University of Northern Paraná (UENP). Increase the number of full-time education schools The promise to increase the number of state schools with full-time education was fulfilled. In the government plan, Ratinho Junior committed to expanding the offer of the modality in the state education network. At the end of the first term, in December 2022, 167 of the 2,109 state schools offered full-time education. Since then, the number of institutions offering full-time education has increased from 167 to 485, an increase of 190%. Currently, around 23% of schools in the state network offer this modality.
