After three and a half years in office, the governor of Pernambuco, Raquel Lyra (PSD), fully fulfilled 20 of the 42 promises made during the re-election campaign in 2022, according to a survey by g1. The Politicians' Promises project, by g1, monitors the fulfillment of commitments made by candidates for mayors, state governments and the Presidency of the Republic. ? At this stage of the project, the survey considers a balance of what was delivered between January 1, 2023 and June 30, 2026, a period equivalent to three and a half years of office. Of the 42 commitments made by the governor in the 2022 elections: 20 were fully fulfilled; 17 were partially fulfilled, still with pending issues; 5 were not fulfilled. Monitoring politicians' promises has been carried out by g1 journalists from all over Brazil since 2015. In November 2025, the government launched the State Health Data Network (Reds), with a unified electronic medical records platform. The system integrates municipal Primary Health Care (PHC) units, through SUS Digital, in addition to Emergency Care Units (UPAs), Pernambuco Specialized Care Units (UPAEs) and state hospitals, including the six large hospitals in the state network: hospitals of Restauração, Agamenon Magalhães, Getúlio Vargas, Otávio de Freitas, Barão de Lucena and Correia Picanço, in Recife, and the Agreste Region, in Caruaru. In March 2026, the system integrated care data from 2,490 municipal units, as well as 10 UPAs, nine UPAEs and 16 state hospitals. Redevelop the Military Police Hospital The promise was included in the government plan and was fulfilled. The government invested in modernizing equipment, with the purchase of dental chairs, x-ray and ultrasound equipment, as well as video surgery towers and endoscopy systems. Although the renovation of the Military Police hospital building still depends on a tender — scheduled to be launched in 2026. According to data released by the government, exam capacity has increased by 238% since 2022, from 539 to 1,284 procedures. Twenty-one companies were authorized to provide services in the accredited network, and management also highlighted the resumption of elective surgeries at the hospital, with 18,068 orthopedic treatments performed. Exams such as microscopy, pachymetry and retinography jumped from 6 visits in 2023 to 240 in 2025. Decentralize care for people with disabilities The promise was made in an interview with TV Globo and was partially fulfilled. There are three Specialized Rehabilitation Centers (CER) type IV in the process of being implemented in the interior, but they are not yet open to the public. What the government says: one of the centers, in Caruaru, received an investment of R$7.3 million and around 40.9% of the works were completed. Another, in Serra Talhada, had R$11.1 million in investment and 24.8% of work completed. The third, in Petrolina, should operate where there is currently a Rehabilitation Center at the University of Pernambuco. This location will undergo structural adjustments for accessibility and to meet the technical criteria required to be qualified as a type IV CER. Expand and facilitate access to medicines offered by the government Promise made in an interview with TV Globo. The government created the Remédio na Porta program, which delivers medicines for specific diseases to patients' homes. Furthermore, the administration implemented Digital Pharmacy, so that the population can order medicines online. Regarding the structure of Pharmacies in Pernambuco, the decentralized units were requalified, and the project for the new Pharmacy in the Metropolitan Region, in Recife, was presented, but there is no construction forecast yet. There was also no expansion of the pharmacy network. Build five new maternity wards Promise made in an interview with TV Globo. Of the five promised maternity wards, the construction of one was completed, at the Hospital da Mulher do Agreste, in Caruaru, which opened in May 2025. Around 600 births are performed there per month. What the government says: according to the government, the maternity ward in Garanhuns (R$58.2 million investment), Igarassu (R$56.4 million investment) and Serra Talhada (R$65.1 million investment) should be completed in 2026. The Ouricuri Maternity Hospital, in turn, should be completed in the first half of 2027. Create the Carretas da Saúde program The promise, made in an interview with TV Globo, was partially fulfilled. The initial proposal included the provision of health services to the general population. The government created the service with a similar proposal, but only for women. What the government says: Carreta da Mulher was created, which by the beginning of June had provided more than 106,000 services in 155 cities. Among the services offered were 55,441 mammography exams, 20,747 consultations with gynecologists, 20,633 breast ultrasounds and 2,933 teleconsultations with breast specialists, in addition to 1,838 colposcopy exams, 1,261 breast biopsies and 430 cervical biopsies.
