In the request, MPC-PB alleges that the project, budgeted at R$ 128.46 million, entered the execution phase without complying with environmental, urban and social requirements considered "indispensable". The request was based on five main arguments from the prosecutors who signed the application. Among them are: incomplete environmental licensing, inter-municipal impact on the Jaguaribe River, allegation that there was no study on the impact on the neighborhood that the work would cause, social vulnerability and expropriation of people affected by the works. The MPC also alleged the absence of a public hearing to discuss the issue before the final definition of the executive project, allowing effective social participation on the cumulative impacts of traffic, drainage and landscape. The MPC-PB request concerns the immediate interruption of construction activities such as earthworks, demolitions, foundations and vegetation suppression. However, the agency left out of the ban only non-invasive studies, development of projects and security and conservation measures for the areas. The representation also warns of the financial risk to the treasury.
