Court orders dismissal of civil servant who defrauded system to increase his own salary A public servant from the City of Cafeara, in the north of Paraná, was sentenced to lose his public position after being investigated for increasing his own salary and that of two other colleagues without authorization. According to prosecutor Renato dos Santos Santanna, the other employees only found out about what happened after they saw the amounts on the pay slip and reported the case to the Civil Police (PC-PR). Later, the situation also reached the MP. At the time, Turozi admitted the irregularity and returned the amounts. But the MP considered that, even so, he should lose his position, as his behavior was a serious case of "breach of institutional trust", of "disrespect for functional duties" and the "principles that govern Public Administration". “[…] allowing the accused to remain in the public service would mean admitting that the agent who used the position to defraud the administrative system itself continues to perform a function within the state structure, which is absolutely incompatible with the principles of morality and administrative probity”, argued the MP when requesting the loss of the civil servant's position. At sentencing, Turozi was also sentenced to two years and 10 months in prison, but the sanction was replaced by community service. During the investigation, the prosecutor verified that, on the city's transparency portal, improper entries of R$ 567.09 to Turozi, and R$567.10 and R$1,417.35 to other servers. "[...] I found that a certain civil servant, who was the head of HR, on his own, contrary to the law, contrary to the mayor's will and contrary to the will of the other two people [...] decided to make the ordinance or decree to justify this increase that should have been signed by the mayor, but he refused. The mayor didn't want to sign it and said that it wasn't due", explained the prosecutor. At the time, the mayor told RPC, a TV Globo affiliate in Paraná, that, after learning of the situation, the server received vacation and was temporarily removed from his role. The city hall also initiated an internal procedure to investigate the case. Servers were unaware of the increase The RPC had access to the employees' statements to the Civil Police. Their names will not be revealed to protect the identities of witnesses. One of them reported that the investigated employee had complained that other people were earning more than him and exercising the same degree of responsibility. "One day he came to us and said that he had made the ordinance. I didn't even see this ordinance. It was about 15 days before payment. We found out that this was with the secretary and we told him that we wanted something legal, authorized [...] That passed and payment day arrived. He was afraid of not having time and decided to pay on Friday. On Thursday afternoon, he came to our office and said that he needed to publish the ordinance urgently", said the server. The witness also claimed that he received promises from the mayor about increasing the bonus, but wanted the act to be documented. "He called me to meetings with the secretaries and said that he had to give me the same bonus, but I didn't take it forward, because you have to have a document to be valid", he said. Another witness said that he was surprised by Anderson's rush to publish the ordinance and then was surprised by the money in the account. "When it was Friday, payment day, he arrived in the room and started talking. When he got up, he said: 'Go and see so-and-so and publish the ordinance today'. He left and said he had launched the payment. I said: 'Are you crazy?' I thought it was a joke, but he said: 'We'll give it back later and everything will be fine'. When I checked the pay stub, it was there. Then we despair. There was no way to go back, as it was already in the account", said the witness. When they found out what had happened, the two employees reported the case to the city hall's administration secretary, promised to return the extra money paid on their pay slips and signed a return form.
