The service is carried out by inmates of the prison system, with support from Porto Velho City Hall. According to security forces, graffiti is used to demarcate territories and intimidate residents. The removal of registrations is part of the strategy to weaken the symbolic presence of the factions in the residences. Around 50 police officers participate in the operation, which was planned based on information from the Military Police intelligence sector. The main targets of the action are the Orgulho do Madeira housing complex and the Porto Madero 1, 2, 3 and 4 residential complexes.
