TCE assesses cities' preparedness to face disasters More than half of the 399 municipalities in Paraná do not have the physical structure to face climate disasters, according to a survey carried out by the State Court of Auditors (TCE-PR). In 2025, according to Civil Defense data, 574 disasters were recorded in Paraná, which affected 246 municipalities, affected 292,237 people and resulted in 27 deaths. The data were compiled from a questionnaire sent by TCE-PR to the 399 city halls in the state. ? Furthermore, 68.17% of municipalities do not have servers dedicated exclusively to Civil Defense activities. The survey also showed that the deficit is not limited to the professional contingent, but also affects the structure. According to the TCE, 60.9% of municipalities in Paraná do not have a physical work structure for Civil Defense, such as a room equipped with tables, chairs and a computer for exclusive use with internet access. In 50.68%, Civil Defense does not have a vehicle capable of accessing remote areas available for activities, while in 55.64% it also does not have an exclusive telephone contact to assist citizens. The data also shows that, in 47.68%, there is no equipment for photographic recording. "We know the personnel difficulties that exist in the municipalities, and we know that it is often difficult for the mayor to designate a person to carry out exclusive Civil Defense activities. At this moment, we have to show the importance that this brings in this preventive phase of the processes. If something happens in the municipality, he will have to mobilize this structure of human and logistical resources to be able to provide assistance. At this moment, we ask that there be preventive mobilization work, both human and material resources", details Colonel Ivan Fernandes, executive coordinator of the State Civil Defense. According to the TCE, since 2022, the body has already analyzed the areas of social assistance, health, education, financial administration, social security and transparency and relationships with citizens through Progov. In 2025, the environmental and acquisitions areas were incorporated. Around 32 thousand public agents respond to the TCE-PR questionnaires, informing about the public policies practiced. In the environmental area alone there are around 2 thousand. "The Court's concern is precisely to guide municipal employees linked to the environment area, so that they can provide a better service to the population. Mainly in the structuring of Civil Defense, which is a critical sector, which really demands a structure, preparation, planning of their activities, both to avoid disasters and, when they occur, to mitigate the occurrences", explains Ivens Linhares, president of TCE-PR. In the environmental area, the program considers integrated environmental management, which covers basic sanitation in its four pillars – water, sewage, solid waste, drainage and rainwater management –, the protection of natural resources, the structuring of Civil Defense, the prevention of disasters and the fight against climate change. In this regard, the comparison between municipalities, the reality changes a lot from one to another. Among the best evaluated, the scores are above seven, such as Pinhais, with 7.64, Curitiba, with 7.63, and Terra Roxa, with 7.06. In contrast, there are municipalities with scores close to zero – such as Guamiranga, with 0.48, Doutor Ulysses, with 0.62, and Pranchita, with 0.78. Based on the survey, each municipality receives goals to improve in the following year. "The logic of the process is that municipalities try to seek continuous improvements year after year. If it has a low score in 2025, it is expected that it will improve in 2026", says João Halberto Maciel, Progov manager. Through the program, the court can evaluate the effectiveness of public policies in mayors' annual reports (PCAs). Thus, according to the TCE, when forwarding preliminary opinions on the mayors' annual accounts to the council chambers, the Court no longer gives its opinion only on the regularity or otherwise of the accounting, financial, budgetary and patrimonial execution of municipal public resources, but also on the effectiveness and efficiency of essential services provided to citizens.
