After three and a half years in office, the governor of Santa Catarina, Jorginho Mello (PL), fulfilled 6 of the 13 promises made during the re-election campaign in 2022, according to a survey by g1. The promise was fulfilled. Currently, vacancies in the Acafe system (Santa Catarina Association of Educational Foundations) are offered by the government of Santa Catarina through the Free University program. Creation of 21 technical schools (Etecs) During the hearing at Fecomércio, the implementation of 21 technical schools, the Etecs, was promised to qualify young people, specializing in after-school hours. Schools were not created in this configuration. What the government says: It justifies that the proposal has always been to increase the number of Santa Catarina students in technical education, and that, so far, there are 50 thousand vacancies - an increase of 316% in young people's enrollment between 2022 and 2026. Create a program to make prisoners work mandatory In the government program, it was promised to implement, throughout the prison system, the “Work for Freedom” program, which establishes the obligation for prisoners work inside and outside prisons, aiming at social reintegration, reducing recidivism and state costs. The program was created. The state has established a resocialization policy and, currently, around 33% of the prison population is involved in work activities, with more than 9,500 inmates in internal and external activities. Create police stations specialized in protecting women In an interview with NSC Notícias, Jorginho Mello promised to create police stations specialized in protecting women. The promise was not fulfilled and, currently, the service still takes place at DPCamis (Child, Adolescent, Women and Elderly Protection Police Stations). What the government says: It states that it has established a support network for women who are victims of violence with several initiatives, including the expansion of the "Lilac Rooms", which now number 50 and guarantee 24-hour service to receive women and children during the recording of police reports. Create State Secretariat for Science and Technology In an interview with Rádio CBN Floripa, the creation of the State Secretariat for Science and Technology was promised. The appointment of the department secretary would be made by Acate (Santa Catarina Technology Association). The secretariat was created in the new administrative reform and has been operating since February 2023. Do not privatize Casan and Celesc In an interview with Rádio CBN Floripa, it was promised that there would be no privatization of state-owned electricity and basic sanitation companies. Centrais Elétricas de Santa Catarina (Celesc) and Companhia Catarinense de Águas e Saneamento (Casan) were not privatized. Establish the Executive Secretariat for Policies for the Elderly In the government program, the creation of the Executive Secretariat for Policies for the Elderly was promised, aiming to elaborate, develop and implement specific public policies for the elderly population, through the integrated development of public initiative actions and organized civil society, based on the National Policy for the Elderly and the Statute for the Elderly. The Executive Secretariat for Policies for the Elderly was not created. What the government says: It states that elderly people are broadly included in the State Secretariat for Social Assistance, Women and Family (SAS), created in 2023 following the new administrative reform. Expansion of wind power generation farms In the government plan, the expansion of wind power generation farms was promised through Celesc actions to encourage new ventures. There was no expansion of wind energy parks. The state has continued with the same number of projects since January 1, 2023, with 18 in total, half of which are in Água Doce, the largest park in the state. What the government says: It informs that there is a forecast of R$3 billion in investments to cover new wind, solar and biomass energy generation projects. Put into practice a program to expand three-phase energy lines In the government plan, the creation of the Santa Catarina Three-Phase Program was promised, which provided for an investment of R$1.5 billion to implement 12 thousand kilometers of three-phase networks in rural areas. The promise was partially fulfilled: the program was created and is being implemented, but the government has not yet made the full investment nor implemented the 12 thousand kilometers of lines foreseen in the proposal.
