Itaperuna creates rules for electric bicycles and scooters The City Hall of Itaperuna, in Noroeste Fluminense, sanctioned a law that regulates the use of electric bicycles, electric scooters and other urban micromobility equipment in the city. Municipal Law No. 1,330, of July 6, 2026, was published in the Official Gazette on July 22. The legislation creates the Municipal Urban Micromobility System (SMMU) and establishes rules for the circulation, safety and integration of these vehicles into the municipality's traffic. Among the main determinations is the speed limit of up to 25 km/h on authorized urban roads, 20 km/h on cycle paths and cycle lanes and 15 km/h in areas shared with pedestrians. ? The use of helmets is now mandatory and, at night, users must wear reflective clothing or accessories. Despite providing for penalties such as warnings, administrative fines and seizure of equipment, inspection has not yet begun. According to the municipal secretary of Security, André Brasil, the city hall is now starting a phase of educational campaigns and guidance for users. Only after this period will the new rules be enforced. "There is no defined deadline for the beginning of the inspection phase," stated the secretary.
