Flávio says that Moraes does administrative law and that the minister's wife gets paid to pretend to be a lawyer

The statements were made at a PL event in Vitória (ES), one day after Moraes expanded restrictions on former president Jair Bolsonaro (PL), who is under house arrest for attempting a coup d'état - the magistrate banned the former president from making political contacts until the end of the 2026 elections and from publishing new political-electoral manifestos, in addition to maintaining the suspension of Flávio's visits for 90 days.

"Why does his wife [Moraes] receive R$129 million to pretend she is a lawyer? He does administrative law and is not responsible for that", said the pre-candidate in his speech in Vitória.

The Penal Code defines administrative advocacy as the crime of "sponsoring, directly or indirectly, a private interest in the public administration, using one's status as an employee". The established penalty is detention from one month to one year, in addition to a fine.

Moraes was contacted by the report to comment on the senator's statement, but has not commented so far. The Barci de Moraes office, which has Viviane Barci de Moraes, the minister's wife, as a partner, said it will not comment on the speech.

According to information released by the newspaper O Globo, the bank had a contract with Banco Master that provided for the payment of R$129 million over three years, around R$3.6 million per month.

Data from the Federal Revenue sent to the Senate's Organized Crime CPI and obtained by Folha indicate that the financial institution declared payments of R$80.2 million to the office in 2024 and 2025. There were R$40.1 million each year.

In March, the office stated that it had provided consultancy and legal services to the bank, with 94 work meetings and produced 36 legal opinions and opinions.

According to the newspaper O Globo, Moraes exchanged messages with the then owner of Master, Daniel Vorcaro, throughout the day the former banker was arrested for the first time, on November 17, 2025. The information was confirmed by Folha. The minister has already denied that he received the messages mentioned in the report.

In his speech, Flávio did not mention his own link with Vorcaro. The former banker paid R$61 million for the production of "Dark Horse", which deals with the life of former president Jair Bolsonaro. An audio from September 2025 shows the PL senator demanding more resources and calling him “brother”.

Later, Flávio also admitted to having met Vorcaro after the former banker's first arrest – according to the senator, to break up the partnership.

On Wednesday (15), the ICL Notícias portal published a photograph showing Flávio alongside Luiz Phillipi Machado de Moraes Mourão, known as Sicário and appointed by the Federal Police as head of Vorcaro's private militia. The senator said he did not know Sicário and questioned the authenticity of the photo. His advisor stated that the parliamentarian, as a public figure, frequently responds to requests for photos from unknown people. 'He looks like the devil'

Following Saturday's speech, Flávio again directly attacked Moraes, whom he had called someone who "seems soulless", and said that he "looks like the devil using a person to harm others", in addition to accusing him of "tearing up the Constitution".

"After what happened yesterday, I've already lost count of how many stab wounds President Bolsonaro has already received. And yesterday was another one. Alexandre de Moraes seems soulless, he looks like the devil using a person to harm others, tearing up the Law, tearing up the Constitution," he stated.

He also said that the minister must answer for the actions he performs. "The harm he is doing to so many people, he has to respond here. There is no one who is above the law, there is no one who is above the Constitution. Why does he think he can? (...) Why is he above the law? Why no investigation is opened? Why no investigation begins? Because Brazil today has become the country of impunity", he said.

Flávio also criticized President Lula (PT) and stated that the party's brand is "corruption, incompetence and now it has added persecution".

In the area of public security, the senator defended the toughening of punishments for criminals and the use of technology to monitor aggressors and detect when they approach victims. "This piece of paper that is the Maria da Penha Law is not what will defend women", he declared.

In a post on social media, the senator said that he fears possible "infiltrators" in his campaign, as he does not trust the current leadership of the Federal Police, led by Andrei Passos Rodrigues.
