Court maintains impeachment of Maraã councilors The Regional Electoral Court of Amazonas (TRE-AM) maintained, this Tuesday (28), the impeachment of five councilors elected in the 2024 municipal elections in the municipalities of Itacoatiara and Maraã, after finding the practice of fraud regarding the gender quota. The decisions confirm the first instance sentences that indicated the registration of fictitious female candidates only to meet the minimum percentage of 30% of candidates of each gender, as required by electoral legislation. In Itacoatiara, the plenary upheld the decision of the 3rd Electoral Zone that revoked the diploma of councilor Aluísio Isper Netto (PV), elected with 869 votes by the Brazilian Federation of Hope (PT, PCdoB and PV). The action was proposed by former councilor Dib Barbosa (Mobiliza), deputy and current municipal secretary of Economic Development and Political Articulation of the municipality. ? Join the g1 AM channel on WhatsApp According to TRE-AM, three of the federation's candidates were considered fictitious for not running an effective campaign and obtaining non-existent or extremely low votes. Ivanete de Souza Kato (PV), known as Bishop Ivanete, received zero votes; Aline Nicolino Pires (PV), Nurse Aline, obtained just one vote; and Luane Victoria Moraes dos Santos (PCdoB) had two votes and was caught on video campaigning for another candidate. Only Ivete dos Santos Baraúna (PV), who received five votes, managed to overturn the declaration of ineligibility after presenting evidence of campaign acts and financial transactions. Even so, the court upheld the annulment of the federation's votes and the revocation of the elected councilor's mandate. The decision can still be appealed. In Maraã, TRE-AM also unanimously maintained the sentence of the 49th Electoral Zone that determined the revocation of the mandates of four elected councilors, in addition to their respective substitutes, due to fraud in the gender quota involving the União Brasil and Avante parties, during a session on Tuesday afternoon. Councilors Luzenilson de Oliveira Roberto (Dicota), Sebastião Pereira Amâncio Filho (Sabá das Máquinas) and Valcinei Tavares da Silva, from União Brasil, as well as Sherlane Vieira da Silva (Lane da Pesca), from Avante, remain impeached. The court also upheld the annulment of the votes received by the two parties and ordered that there be a recount of the electoral and party quotients for the redistribution of seats in the City Council. In the process, Dariney Pereira Dario, Jeiciane Medeiros and Alyne Gisele Pereira do Nascimento were named as fictitious candidates. Irregularities occur in other municipalities In April this year, g1 Amazonas carried out a survey based on the decisions of the Electoral Court, which showed that 15 councilors had their mandates revoked in Amazonas due to fraud in the gender quota in the 2024 municipal elections. The irregularities were identified in at least five municipalities in the state, and mainly involve the use of fictitious female candidates. In Manaquiri, six of the eleven elected councilors had their mandates revoked. In the municipality of Anori, five councilors from União Brasil were removed after the court identified non-compliance with the minimum quota of women. A similar situation also happened in Novo Aripuanã, Alvarães and Presidente Figueiredo. The rule Electoral legislation determines that parties and federations must guarantee at least 30% of candidates of each gender in proportional elections. When there is fraud, such as those mentioned in the municipalities, the Court can revoke the entire ticket, annul the votes and declare those involved ineligible for up to eight years.
