According to the city hall, the operating authorization granted to street vendors and beach huts will be conditioned on the possession and proper use of the emergency whistle. ? The text determines that the emergency whistle must be used by a larger and capable person to alert lifeguards or people qualified to provide assistance in cases of drowning, "contributing to the rapid mobilization of help".

The law also reinforces that improper use of the emergency whistle - including unnecessary activations or false alerts that may cause undue mobilization of assistance - is subject to warnings, fines and, in repeat cases, the suspension of the operating authorization. Monitoring of compliance with this Law will be carried out by competent bodies designated by the Executive Branch, which may also apply penalties in cases of non-compliance, informed the city of Natal. Justification The project, authored by councilor Aldo Clemente (PSDB), points out in its justification that street vendors and stall holders play an essential role in the socioeconomic dynamics of the beaches, boosting the local economy and "also constituting fundamental agents in monitoring the conditions of the maritime environment". "Given the undeniable capillarity of these workers at different points along the coast, it is necessary to provide them with instruments that enable an agile and effective response to possible risk situations, especially with regard to preventing drowning", the document cites. According to the project, by mandating the carrying of emergency whistles to signal cases of drowning, the project optimizes the performance of rescue and rescue services and also "fosters a culture of co-responsibility in public safety, integrating the local community in the effort to mitigate accidents". "This measure contributes to making the environment on our beaches safer, strengthening accident prevention and improving efficiency in public management", cites the document.
