São Sebastião begins a new stage in the management of urban cleaning and solid waste with a more modern, efficient and transparent model. The new contract expands the capacity to monitor services, incorporates technology for real-time monitoring of the operation and reduces the cost foreseen in the tender held in 2024 by almost R$10 million. In practice, the population now has more rigorous management of public cleaning, with greater control over the execution of services and a more efficient application of public resources. Signed with the company Terracom, worth R$73.9 million, the new contract replaces the 2024 tender, which provided for an investment of R$83.8 million and was revoked by the current management after a technical reassessment of the proposed model. In addition to savings, the contract incorporates tools that allow daily monitoring of the entire operation, with fleet tracking via GPS, monitoring of routes and schedules and generation of performance indicators. With these resources, the City Hall will be able to identify faults more quickly, charge for the execution of contracted services and continually improve team planning. Another innovation is the update of beach cleaning planning, which now considers the dynamics of a tourist municipality, marked by great seasonal variation in population. The new model adapts the frequency of services to demand at each period of the year, helping to keep public spaces cleaner, more organized and prepared to receive residents and visitors. The contract also strengthens selective collection and establishes permanent environmental education actions, encouraging the correct separation of waste, reducing irregular disposal and encouraging the preservation of public spaces. The measures expand environmental protection, improve solid waste management and encourage the population's participation in building a cleaner and more sustainable city. The contract was structured based on updated technical, economic and operational criteria, replacing an emergency model drawn up based on references that no longer reflected the reality of costs or the current demands of the municipality. In addition to reducing expenses, the new structure incorporates modern inspection, transparency and control instruments, allowing the quality of services provided to be assessed and ensuring greater efficiency in the application of public resources. With the new model, São Sebastião moves towards more modern, technological and transparent urban cleaning management. The combination of saving resources, permanent inspection, data-based planning and adapting services to the city's reality strengthens the quality of public cleaning and ensures that the investment made results in more efficiency, better service to the population and a cleaner city for residents and visitors.
