After three and a half years in office, the governor of Amapá, Clécio Luís (União Brasil), fully fulfilled 19 of the 34 promises made during the re-election campaign in 2022, according to a survey by g1. The Politicians' Promises project, by g1, monitors the fulfillment of commitments made by candidates for mayors, state governments and the Presidency of the Republic. Clécio Luís is a pre-candidate for re-election. At this stage, the survey considers a balance of what was delivered between January 1, 2023 and June 30, 2026, a period equivalent to three and a half years of office. Of the 34 commitments made by Clécio Luís: 19 were fully fulfilled; 12 were partially fulfilled; 3 have not been fulfilled to date. Transforming Mixed Health Units into Small Hospitals The announcement of the transformation of Mixed Health Units (UMS) into Small Hospitals was made in 2023 and reinforced in 2024 with the announcement of interior renovations. However, by 2026, only two had been completed. In 2024, the Tartarugalzinho UMS was transformed into a small hospital and the Porto Grande Regional Hospital was delivered, offering low and medium complexity care in the Perimetral region. What the government says: The opening of a small hospital in the municipality of Amapá is scheduled for 2026, which should benefit residents of Amapá and Calçoene. What the government says: The government reported that the new hospital will be opened in the second half of 2026. Implement UPA in the West Zone of Macapá The government did not fully fulfill its promise to implement the UPA in the West Zone. The site is still under construction in the Mara Baixo II neighborhood, on the banks of the Duca Serra Highway. What the government says: it claims that the work is already 75% completed and that completion is expected in the second half of 2026. Implementing the Women's Health Specialty Center and the Delas Health Carreta Only the Delas Carreta was implemented in 2025, providing free consultations, exams and guidance to municipalities such as Santana, Mazagão, Porto Grande and Macapá. In total, 160 thousand services were provided. The Women's Health Specialty Center is only in the cost assessment phase. Create the 'Zera Filas' program for consultations and surgeries The Zera Fila program was created in 2023, but the problem has not been definitively resolved. Complaints from patients who spend a long time waiting for surgery are still frequent. What the government says: The government claims that the program performs orthopedic surgeries at the Macapá Emergency Hospital. In 2024, it also began operating at the Hospital de Clínicas Dr. Alberto Lima, expanding its operations to cover surgical demands from different specialties. Create the State Institute for Public Security Training The Institute for Public Security Education of the State of Amapá (IESP) was created in 2025 through State Law No. 3,175, changing the name of the former Integrated Training and Improvement Academy (Aifa) and expanding its activities.
