Voepass tragedy: video shows how the plane crashed in Vinhedo The Federal Police (PF) and the Aeronautical Accident Investigation and Prevention Center (Cenipa), of the Brazilian Air Force (FAB), worked together to investigate the crash of the Voepass plane, which killed 62 people in August 2024. The investigations were conducted in parallel and have different objectives - understand below. To facilitate the exchange of information between the two investigations, the First Federal Court of Campinas (SP) authorized, on August 23, 2024, that the PF have access to Cenipa's investigations. Cenipa investigation Cenipa's final report will be released this Thursday (23), at 5pm, in Brasília (DF), broadcast live on g1. The investigation seeks to reconstruct the accident and identify the factors that contributed to the fall, but does not identify those responsible nor can it be used to hold criminal liability. The report must also provide recommendations to prevent new accidents. "It is very important that the accident report [from Cenipa] is, in a way, as faithful as possible to what happened and that it does not criminalize anyone. Its purpose is to prevent new accidents from happening. Every time you have a criminal bias in the investigation, you may not completely elucidate the case, because the truth closes in", explained Waterhouse. What about the criminal investigation? The investigation is based on two expert reports produced by the National Institute of Criminalistics, with technical support from Cenipa. The documents bring together technical and scientific elements that, when compared with testimonies and other evidence, can indicate whether there were human or material errors capable of justifying possible criminal liability. The first is the descriptive report of the crash site, completed approximately 90 days after the accident. The document brings together photographs, records the position of the aircraft, the number of victims, the damage caused and the procedures carried out by experts, but does not analyze the causes of the tragedy. The second is the aeronautical accident report, which accompanies the examinations carried out by Cenipa on the wreckage, engines, black boxes and other components of the aircraft. Although it has a similar technical basis to the Cenipa report, it is prepared to support the criminal investigation. This second document must contain: summary of the accident, with the main conclusions and recommendations; detailed description of the accident; chronology of events; weather conditions at the time of the fall; analysis of human factors, such as crew experience, training and adopted procedures; analysis of aircraft maintenance and conditions; evaluation of operational procedures; analysis of in-flight communications; assessment of the company's security practices and organization; analysis of environmental factors and possible external interference. Remember the case Team working to remove the bodies Personal archive Voepass flight 2283 crashed on the afternoon of August 9, 2024 in a condominium in Vinhedo (SP), during the route between Cascavel (PR) and Guarulhos (SP). The 62 people on board, 58 passengers and four crew, died. It was the most serious air accident in Brazil since the TAM flight disaster in 2007. Shortly after the tragedy, two investigations were opened. Cenipa began to investigate the factors that contributed to the fall and indicate measures to avoid further accidents. The Federal Police have now started an investigation to determine whether there was a crime and produce their own report on the case, as Cenipa's report cannot be used to hold criminal liability. A month later, Cenipa released the preliminary investigation report. The document confirmed that the aircraft faced severe icing conditions and recorded that the crew reported a possible failure of the anti-icing system during the flight. It also showed that the system was activated and turned off several times throughout the trip, but without concluding whether this occurred due to the pilots' actions or for another reason. The report, however, did not indicate the cause of the accident. While the investigations were progressing, the National Civil Aviation Agency (Anac) suspended Voepass' operations in March 2025. Three months later, it revoked the company's Air Operator Certificate (COA), preventing the company from operating commercial flights. In the week that the tragedy completed one year, g1 published exclusive reports about the case. One of them revealed the report of a former Voepass employee that a pilot had verbally reported, hours before the accident, failures in the anti-icing system during a previous flight, but that the problem was not recorded in the aircraft's technical log. g1 also published audio of conversations between the pilot and co-pilot in the minutes before the crash. On June 30, 2026, family members of the victims had access for the first time to transcripts of conversations recorded in the cabin during a meeting with the Federal Police.
