Before the judicialization, the MPRN opened a civil investigation to investigate the retention of credits and the suspension of monthly compensation. The body held extrajudicial hearings and requested technical opinions. The collective action was articulated after attempts at dialogue with the company were exhausted. In addition to the double refund, the institutions demand the payment of compensation for collective moral damages stipulated at R$46 million.
