The measure was adopted while the municipality completes the bidding process to choose the social organization that will definitively manage the hospital (read more below). The hiring will be temporary. The three invited organizations are: Cejam, which operates in 18 municipalities. In São José dos Campos, it manages four Basic Health Units (UBSs) and two Emergency Care Units (UPAs); Seconci-SP, responsible for managing Basic Health Units, Specialty Medical Outpatient Clinics (AMEs) and two hospitals in the capital of São Paulo; SPDM, which operates in four states and manages 24 hospitals. SPDM already managed HMUT between 2019 and 2024. The contract was terminated after the organization terminated its relationship with the city hall, claiming that the municipality accumulated a debt of around R$30 million. The municipality used as a basis a ranking from the Brazilian Institute of Social Health Organizations (Ibross), which brings together prominent public hospitals in the country. Afterwards, he checked which organizations responsible for managing these units were accredited to operate in Taubaté. "Entities that want to qualify as a social organization in the municipality participate in an accreditation that is open throughout the year. They submit the documentation that our municipal legislation requires. If the documentation is ok, they are qualified as a social organization in the municipality", explained the Secretary of Administration, Mateus do Prado. Final tender In addition to the emergency contracting, Taubaté City Hall is continuing the tender to choose the social organization that will carry out the definitive management of Hmut. The notice was published last Tuesday (14). The winner will take over the hospital after the transition period foreseen for the change of management. Santa Casa de Chavantes, currently responsible for the administration of Hmut, claims that the process is irregular. According to the notice, the transition will last a minimum of 30 days, and may be extended for an equal period, at the discretion of the municipal administration. However, the entity states that the process has not yet started. "The transition has not started so far. We are 15 days away from finalizing the contract.
