According to the vote of counselor Ronald Polanco, rapporteur of the process, there are at least four technical inconsistencies considered serious in the conduct of the administrative procedure, based on a technical report prepared by the Secretariat for External Control (Secex). Expoacre 2026: Public call ends with no interested parties and process is closed One of the arguments questioned by the TCE concerns the fact that the public administration used the exemption from public call under the argument of urgency caused by the proximity of Expoacre, a situation that, according to technicians, resulted from the public authorities' own lack of planning. Another point highlighted in the report is that, after the public call was declared deserted, the contracting model was significantly changed, going from R$20 million to around R$22 million, divided into three distinct contracts. "Although local strengthening is legitimate, I am indeed an advocate of this, the rule vitiated the contest with the legal alternative that allows the participation of CSOs [Civil Society Organizations] from outside the state that have active and recognized representation in the state of Acre. The lack of technical justification and the illegal entry barrier in a R$22 million partnership frustrated competition, and may even have been the determining reason for the original contest being left deserted," declared Polanco. The TCE also says that there was an expansion of national artistic programming without the presentation of market research, cost spreadsheets or studies that demonstrated the economic advantages of the changes. "In my view, these audit findings are easy to overcome [...] putting together this cost composition is easy, I don't know why they don't do that", he added. In the decision, the Court ordered the notification of the Secretary of State of the Civil House, Cristovam Pontes de Moura, to suspend, within a period of up to two working days, all acts arising from the public call and direct hiring. In case of non-compliance, a daily fine of R$500 was set. Furthermore, the Civil House will have 15 days to present clarifications to the Court. The first public call, aimed at selecting the entities responsible for organizing the event, ended without interested parties. With the process declared deserted, the government opted to waive a public call, claiming that the proximity of the fair would make it impossible to carry out a new selection process within the schedule. The contracts, which total around R$22 million, were divided into three fronts, as follows: one was contracted for around R$9.9 million for artistic programming, entertainment and traditional activities; another was responsible for the infrastructure, logistics and operation of the arena, under a contract worth R$8.1 million; and a third took on security, logistical support and social communication services for R$3.9 million.
