The investigation began after sharing information between Draco and the Department of Road Transport of the State of Rio de Janeiro (Detro-RJ). Based on intelligence work, investigators identified a structure considered organized and focused on the irregular exploitation of transport lines between Cabo Frio and the capital of Rio de Janeiro. According to the Civil Police, the scheme had well-defined functions. There were members responsible for managing the activity, controlling boarding points, acting as drivers and also the so-called “parrots”, responsible for attracting passengers. Investigation Investigations indicate that the organization charged fees from drivers who engaged in irregular transport and maintained control over boarding locations. According to the police, the actions of competitors were hampered through intimidation and other coercive actions. One of the main targets of the operation is the man identified as the group's leader. According to investigations, he would have used his influence as a military police officer to strengthen control of activity in the region. The Civil Police are also investigating the organization's possible relationship with other crimes linked to the exploitation of clandestine transport, including extortion, threats against competing drivers and inspection agents, qualified damages and homicides associated with disputes over boarding points. During the investigation, agents interviewed witnesses, analyzed images from security cameras and examined documents and financial transactions that, according to the corporation, reinforced the evidence of the existence of the criminal structure. At this stage of the operation, police officers seek to seize cell phones, computers, documents, financial records, weapons, money and other materials that could contribute to deepening investigations, identifying new people involved and clarifying the extent of the activities attributed to the group.
