The National Civil Aviation Agency (Anac) asked 2,804 questions and ordered 46 suspensions of Voepass aircraft during three years before the plane crashed in Vinhedo (SP), in an accident that killed 62 people in August 2024. The data corresponds to the period since 2022 and was presented this Thursday (23) by the Research and Aviation Accident Prevention (Cenipa) during the publication of the final accident report. In the document, Cenipa pointed out that the agency's inspections were insufficient to prevent the Voepass plane from crashing. Anac stated that it will carry out a "detailed" technical analysis of the recommendations presented (see below). READ ALSO: Voepass plane that crashed could not have taken off, points out Cenipa Voepass Accident: Cenipa cites pilots' personal conversations during flight and 'forgetting' to activate the de-icing system The report considered that audits and inspections carried out by Anac before the accident revealed "several technical and procedural non-conformities" related to aircraft maintenance, such as: Weakness in maintenance control Irregular technical releases of aircraft Damage to aircraft maintenance systems deicing Tires used beyond the wear limit Failures in maintenance supervision These failures were found from analyzes of the following points: Ramp inspections: operational checks carried out before starting or after stopping the engines, focusing on adherence to technical requirements and applicable procedures; Reduced scope inspections: actions aimed at inspecting secondary operation or maintenance bases, focusing on facilities, personnel, resources and regulatory adherence; Follow-up flight surveillance inspections: on-site assessments of compliance with operational specifications and maintenance of airworthiness during the flight; and Monitoring audits in maintenance bases: analysis of compliance with the processes established in the General Maintenance Manual. According to Cenipa, the period with the most suspensions was in April 2023, when eight of the company's 15 planes were banned from flying. See graph below. However, according to Cenipa, these findings and measures "were not able to assist in making strategic decisions necessary to mitigate and control risks". As a result, the agency's investigations concluded that the problems highlighted by Anac allowed Voepass' operations to continue, "despite the degradation of security levels". What Voepass says Voepass reported that the tragedy was the most difficult episode in the company's history and that, since the moment of the accident, it has been in solidarity with the victims' families and acts transparently with Cenipa and public authorities, available to collaborate with whatever is necessary. Furthermore, the company stated that it has always adopted serious safety, training and crew guidance procedures, with operations always based on international safety standards. Finally, it guaranteed that the crew of the flight that crashed was experienced, qualified and duly certified, with more than 5 thousand hours of flight and with up-to-date technical training and health monitoring, without any prior registration or factor that would impede their action. Plane could not have taken off The Voepass plane that crashed in Vinhedo could not have taken off at a time when rain was forecast because the windshield wiper system had failed, Cenipa pointed out. "The aircraft could not be scheduled to take off if there was rain forecast one hour before and one hour after the scheduled takeoff. This also applied to the estimated landing time for the destination takeoff or at the alternative location", said Fróes.
