Who is in the prison system The majority of the prison population is between 20 and 40 years old. There are 3,028 prisoners aged between 20 and 30 and 2,999 between 30 and 40 years old. There are also 1,475 people aged 40 to 50, 546 aged 50 to 60, 223 aged 60 to 70, 49 aged 70 to 80 and four aged over 80. Regarding race/color, the system records 3,712 brown people, 289 white people and 228 black people. Another 1,615 prisoners are classified in other categories and, in 2,527 cases, the information was not recorded. The survey also shows that there are 276 elderly people, 24 people with disabilities, 12 homeless people and one breastfeeding woman among the prison population. Between October 2025 and May 2026, prosecutors inspected 62 units, 54 police stations and eight prison units. Of these, 42 were overcrowded, equivalent to 67.7% of the total. The other 20 were within the expected capacity. The diagnosis also showed that 61.3% of the units inspected had staff considered insufficient to meet custody demands.
