A report published by ICL Notícias, signed by journalists Lázaro Thor and Pablo Rodrigo, points out that the State Directory of the Liberal Party (PL) in Mato Grosso paid R$ 168 thousand to the company Moumers e Moumers Consultoria Ltda., belonging to Manoel Abílio Moumer Ribeiro, father of the mayor of Cuiabá, Abilio Brunini (PL).

According to the publication, payments would have been made with resources from the party fund between 2024 and 2026. The company was created in January 2024 and began providing services to the PL in March of the same year.

According to the invoices cited in the report, Moumers Consultoria provides “political management” services, including relationships with members, registration of new party members, party guidance and political management.

Still according to the ICL Notícias survey, most of the invoices were issued in sequence, from note no. 1 to note no. 23. For the report, the pattern indicates the possibility that the PL was the main official client of the mayor's father's company.

Payments totaled R$77 thousand in 2024, R$84 thousand in 2025 and R$7 thousand in 2026.

Company linked to director's brother also received resources

The report also states that the state president of PL, Ananias Filho, current Government Secretary of Cuiabá City Hall, hired the company D’Moura & Lanhes Sociedade de Advogados, whose partner is lawyer Gilmar D’Moura, Ananias’ brother.

According to ICL Notícias, the firm received R$545,000 between 2024 and June 2026 for technical-professional legal consultancy services.

The amounts would have been divided as follows: R$252 thousand in 2024, R$272 thousand in 2025 and R$21 thousand in 2026, until the accounts are partially closed.

Party fund resources

The payments cited in the report appear in the party's accounts in a period in which the Mato Grosso PL received more than R$7 million in resources from the Party Fund.

According to the publication, between 2024 and June 2026, the party raised R$6,958,375.70, the majority of which came from the party's National Directorate.

The report also links the payments to decisions by the Electoral Court involving the application of mandatory resources to encourage the participation of women and black people in politics.

In April this year, the Regional Electoral Court of Mato Grosso (TRE-MT) ordered the PL to collect R$15,000 from the National Treasury and transfer R$68,000 to a specific account aimed at promoting and disseminating women's political participation.

In the same month, according to the report, the Superior Electoral Court (TSE) also ordered the PL of Mato Grosso to return R$194,000 for not investing the minimum required resources from the party fund in black candidates in the 2024 elections.

Other side

To ICL Notícias, Mayor Abilio Brunini's advisor stated, in a note, that Manoel Abílio Moumer Ribeiro provides services to the Mato Grosso State PL Directory as a legal entity, with regular operations since 2024.

The advisory also stated that the amounts mentioned do not correspond to a single payment, but to the sum of remunerations relating to more than two years of service provision, formalized through invoices.

"There is no irregularity in the hiring or payments made. Mr. Manoel Abílio carries out his activities effectively, fulfills the contracted duties and is remunerated for the services provided, as provided for in the contracting method adopted", says the note sent to ICL.

The state president of the PL, Ananias Filho, was also contacted by the report and stated that Abilio's father has been providing party services since 2024 and that there is no impediment to hiring.

"He provides daily service within the PL. He assists the presidency in various actions, including travel," Ananias told ICL Notícias.

The mayor's father, Manoel Moumer, was also contacted by the report, but did not respond to the request.
