Judge orders VG Chamber to vote on Flávia's credit within 24 hours

The decision imposes a deadline for Cerqueira to personally notify all parliamentarians and outline projects for the project aimed at increasing the authorization limit for opening additional supplementary credits from 5% to 20% of Várzea Grande's total budget expenditure.

On July 15, Mayor Flávia Moretti (PL) signed Decrees nº 68 and nº 69, declaring a situation of financial and fiscal calamity in the municipality and in the Department of Water and Sewage (DAE/VG).

The central motivation was the strangulation of the ability to reallocate public funds. A parliamentary amendment had reduced the limit for opening additional additional credits from the Executive from 30% to a meager 5%. As City Hall had already used 4.99% of this margin, management was unable to reallocate and apply crucial resources.

Among the funds blocked due to the lack of legislative authorization is an amount of R$ 56,696,464.23, already available in municipal accounts and allocated primarily to the Municipal Health Department, in addition to fundamental contributions to Previvag, the Public Services and Urban Mobility Secretariat and the Municipal Environment Secretariat.

In addition, the mayor seeks urgent approval of adherence to the special installment of social security debts, fiscal years 2019/2020, with the General Social Security Regime (RGPS), an essential measure to maintain the city's negative certificate and guarantee the receipt of federal transfers and agreements.

On July 14, 14 of the city's 23 councilors filed a request asking the President of the House to hold an extra vote, but the request was denied by the President of the Chamber.

Now, if Cerqueira fails to comply with the court order, he will face a personal and daily fine of R$1,000, limited to R$30,000.
