The proposal was forwarded by Ranalli to the Executive last Tuesday (14) and is based on a measure adopted by the City of Rio de Janeiro. According to Abílio, a copy of the Rio decree is already under analysis by the Municipal Attorney General's Office.
"I'm going to prohibit it too. Councilman Ranalli has already contacted me, presented the decree that was published at Rio de Janeiro City Hall, and together with councilman Ranalli, I got a copy of this document, we are going through the Attorney's Office and we are going to prohibit advertising in the city of Cuiabá in the city of Cuiabá, in open public areas, in areas where people circulate, for example, shopping malls and other things, betting advertising. Billboards, panels, any type of advertising. We regulate public use. We have the right to regulate areas of public use. That's different. Places that have entrance fees, we cannot regulate. But places of public use, where the population enters freely, we can regulate that”, declared the mayor.
Filed with the Cuiabá Chamber as Indication No. 31,141/2026, Ranalli's proposal recommends the issuance of a decree to restrict external advertising for fixed-odd betting platforms, as well as applications, websites and similar digital services.
The text provides that the ban will cover brands, business names, logos, symbols, images, email addresses and other visual identification elements related to betting platforms.
Promotional campaigns, bonus announcements, prizes and other advertising actions that encourage betting would also be covered.
The restriction must apply to public places, urban equipment and furniture, events held with authorization from the City Hall and advertising contracts involving municipal assets.
In justifying the nomination, Ranalli highlights the increased exposure of betting platforms and warns of the possible economic and family impacts resulting from the indiscriminate stimulation of activity, especially among children, adolescents and people in vulnerable situations.
The parliamentarian emphasizes that the proposal does not intend to prohibit or regulate the operation of bets, a competence attributed to the Union. The objective is to regulate the placement of advertising in spaces subject to the administration, authorization or supervision of the municipality.
The indication also cites Federal Law No. 14,790/2023, which establishes that betting advertising must be aimed at an adult audience and cannot have children and adolescents as the target audience.
