PF carries out operation against publicist hired by Vorcaro who raided journalist

Dialogues between the former banker and Miranda, between March and April 2025, also showed attempts by the two to "brake" the work of journalist Malu Gaspar, columnist for the newspaper O Globo, by carrying out a search for her private data.

The publicist was contacted for the report, but did not respond until the publication of this text.

Cell phones and other electronic equipment used by the advertiser were seized at his home. According to the PF, the action investigates coordinated action on social networks aimed, in theory, at compromising the credibility of the Central Bank's actions.

The investigations also investigate the activities of a possible criminal organization dedicated to the intimidation of journalists, the illicit monitoring of people linked to public authorities, the improper obtaining of confidential information and the adoption of measures designed to interfere in criminal investigations.

According to the PF, the facts investigated could, in theory, constitute crimes against the national financial system, a criminal organization, embarrassment to the investigation of a criminal organization, in addition to other related crimes, including possible violations of data and IT devices.

The decision, by STF (Supreme Federal Court) minister André Mendonça, states that the police authority reported that no elements had been identified that would justify further investigations against Miranda.

However, based on the new factual elements revealed in journalistic articles, an investigation was produced that corroborated the existence of dialogues publicized by the articles.

Dialogues between the former banker and Miranda, in 2025, showed that the two wanted to intimidate the journalist. The conversations were published by the Fatos online website and confirmed by Folha. In one of them, Vorcaro tells Miranda that they would have to "try to get something from this woman personally", to which the latter responds: "Exactly. She plays low. I'm going to turn her life around."

Later, the publicist gives Vorcaro an overview of his findings regarding the journalist and states: "I didn't even find a fine on her driver's license."

Elements were gathered in the investigation that would indicate, according to the police, potential improper access to private information, such as financial data, "observing latent abuse when seeking information of a family nature to achieve the objectives of intimidation and coercion".

The publicist was also behind, according to investigators' suspicions, the coordinated attacks against the BC and the former director of Organization of the Financial System and Resolution of the municipality, Renato Gomes.

The attacks followed a booklet with instructions and directions drawn up by Vorcaro's crisis management project.

The information is in documents from the so-called "DV Project", to which Folha had access. The name alludes to the former banker’s initials.

The police identified the centrality of the role played by the advertiser in initiatives aimed at recruiting influencers, "with the use of tactics capable of configuring, in theory, practices similar to harassment and intimidation".

According to Mendonça, this would be done through the presentation of proposals for financial adjustments with resources arising from the fraudulent scheme related to Banco Master.

"The elements analyzed indicate that Thiago Miranda played a central role in these initiatives, being mainly responsible for carrying out research and surveys about the private life of the journalist in question", says the decision.

The PF also heard from André Salvador, from the company Unltd, who said he had been approached to handle reputation management and crisis management work for an important executive.

He added that they were hiring social media profiles to help in a political dispute with national repercussions and that they should sign a confidentiality agreement, with a fine of R$800,000 for breach of contract.

Only after signing, according to his testimony, was it revealed to him that he should record videos indicating that Banco Master had been a "victim" of the Central Bank, considering that its liquidation would be improper.

Still according to the conversations analyzed, the publicist used to report on the progress of the searches, report on the analysis of old court cases and coordinate the mobilization of a team dedicated to locating information that could be considered sensitive or compromising for the journalist.

There were also approaches made to two other journalists to promote the removal of reports potentially harmful to Vorcaro's interests from circulation.

Miranda sent prints to the former banker of conversations he had with journalist Consuelo Dieguez, from Piauí magazine, and with Renato Breia, partner at consultancy Nord Investimentos. He was reportedly upset with the journalist's stance, who refused to remove the requested content, according to investigations.

The contracts with the DV Project influencers were signed by the Mithi agency. Altogether, they reached R$8 million, but most of it was interrupted after the PF began investigating the wave of criticism against the BC, in January.

The Central Bank became a target when it rejected the purchase of Master by BRB (Banco de Brasília). The PF identified around 40 profiles that would have been hired by Vorcaro to join the project.

The project guidelines for publications were directed according to the profile of each page, with indications for titles, texts, photos and scripts for short Instagram videos. Some of the contractors complied with the instructions to the letter.

Of the R$8 million described in the contracts, Miranda made payments of R$3.5 million between the end of December 2025 and January 5 of this year. The transfers occurred after he had received the same amount from Super Empreendimentos, a company linked to Vorcaro.

Renato Gomes, who left office on December 31, 2025, was the main target of the commissioned publications. It was his area that recommended vetoing the purchase of Master by BRB.
