The 51-year-old driver of the vehicle fled the scene without providing assistance to the victim, but was subsequently arrested after handing himself over to the Military Police. He was preparing to enter a youth apprenticeship program and often spoke about his desire to help with household expenses. "At 15 years old, he's a child, he was at the peak of his life, he had plans, he had dreams. He was happy, he was going to prepare to start working. He said: 'Mom, I want to work, have my money to help you'. He was very full of dreams, I can't believe it. He will be greatly missed", he says.
