Construction of the Oncology Hospital of Nova Friburgo is 14 years late The Court of Auditors of the State of Rio de Janeiro (TCE-RJ) ordered the State Department of Health to present, within five working days, clarifications on the contracts related to the construction of the State Oncology Hospital of Nova Friburgo, in the Serrana Region of Rio. The decision was signed by advisor-rapporteur Thiago Pampolha after receiving the representation presented by councilor Pedro Duarte (PSD), who points out possible irregularities in the execution of the work and questions successive contractual amendments, delays and increased costs of the project. In the decision, the rapporteur determined that the state secretary of Health forward documents and information to demonstrate the regularity of Contracts No. 030/2022, signed to complete the unit, and No. 018/2025, intended for a complementary renovation of the hospital. ? Remember the case The Court's decision comes a few days after g1 revealed the content of the representation sent to the TCE-RJ, according to which the construction of the Nova Friburgo State Oncology Hospital takes around 14 years between the announcement of the project and the expected delivery of the unit. According to the document, the first investment to implement the hospital was announced in 2012, with completion expected in 2014. Since then, the work has gone through three contracts with different companies. In the representation sent to the TCE, the increase mentioned is 23.1% in Contract No. 030/2022, which went from R$50,662,699.12 to R$62,370,755.34. In simple terms, this means that this contract was around R$11.7 million more expensive. This is the percentage that expressly appears in the representation. The 27% index was used in a release by the councilor when comparing the value originally announced for the work in 2012, of R$58.8 million, with the current estimate of around R$74.5 million, considering the entire trajectory of the project and the different contracts. The representation points out that the main contract for the work, signed in 2022 to complete the unit, provided for execution in 365 days. However, it received eight additional terms, increasing the term to 1,275 days — an increase of 910 days. The document also questions a second contract, signed in 2025 to carry out a complementary renovation at the hospital. This contract had four amendments, extending the term from 180 to 420 days and increasing the value from R$8.7 million to R$11.2 million. According to the representation, this second contract provides for a risk-sharing clause to correct services that were not performed or were performed incorrectly in the previous stage. For the author of the representation, the forecast may have transferred to the public authorities costs that should have been assumed by the company responsible for the original work. Another point raised is an alleged divergence in the request for issuing the certificate of execution of the work presented by the contracted company, a situation that, according to the document, would prevent the regular termination of the contract. Based on these notes, the councilor asked the Court of Auditors to carry out an audit of the contracts, investigate the causes of delays, investigate the legality of the second contract and suspend the definitive issuance of the certificate of execution until the investigations are completed. The State Government previously informed that the works are in the definitive acceptance phase and maintains the unit's delivery forecast for October 2026. At the time, however, it did not respond to specific questions made by g1 about the successive additions, the increase in the costs of the work and other notes raised in the representation. g1 contacted the State Department of Health again to comment on the Court's decision and is awaiting its position.
