Three social organizations have already been invited to provisionally take over management, based on technical criteria defined by the administration. According to the public call notice released on Tuesday (14), the new definitive contract to manage the hospital is estimated at R$11 million per month — R$1.6 million more than the current one. The initial term will be 12 months, with the possibility of extension. According to the city hall, the increase is due to correction for inflation. While the process is not completed, the city hall will hire a social organization on an emergency basis, without bidding. The chosen entity must take over the hospital from August 1st. According to the municipal administration, three social organizations were invited to participate in the emergency selection. All are accredited in Taubaté and are among the ten best in the country in a ranking used by the city hall. According to the Secretary of Administration, Mateus do Prado, the city hall stated that it adopted measures to ensure that the change of management takes place without harming the functioning of the hospital and without interruption in patient care. "The social organization selected through an emergency that will be responsible for making the transition and starting services so that there is no interruption at the Municipal Hospital", said Prado in an interview with Rede Vanguarda. The entity says that there is an attempt to justify emergency hiring. The city hall had already tried to hire a new manager through previous public calls, but the processes ended up suspended or changed. The Taubaté Municipal University Hospital provided more than 335,000 visits last year and is a reference for the region. Patients and staff hope that the change in management does not impact service. The entity understands that, if the municipality chooses to carry out an emergency contract, the procedure must observe criteria of publicity, transparency, isonomy and impersonality, especially considering that there are qualified Social Organizations in the municipality capable of to participate, including the Chavantes Group itself. The information that only 3 companies were approached, in a universe of more than 30 qualified companies, breaks all the rules and laws in force in our country. The Chavantes Group remains qualified in Taubaté, has no impediment to participate in any process and has already formally expressed interest in presenting a proposal. Furthermore, the current management knows the operation of the HMUT, keeps the assistance in operation and, as already informed, costs less than the cost foreseen in the new process. Therefore, it is surprising that the current manager, qualified and capable, has not been consulted in a procedure that involves precisely the continuity of the administration of the hospital that already operates. The Chavantes Group will continue to monitor the progress of the case and reinforces that any measure related to the management of HMUT must guarantee equal participation, legal security and continuity of assistance to the population."
