Taubaté publishes notice to choose new HMUT manager Taubaté City Hall published this Tuesday (14) the notice to hire a new social organization (OS) responsible for managing the Taubaté Municipal University Hospital (Hmut). The new tender comes after the municipal administration announced that it will not renew the contract with Santa Casa de Misericórdia de Chavantes, the current manager of the unit. The link between the city hall and the entity ends on July 31st. With an approximate value of R$11 million per month, the new management contract will have an initial term of 12 months, with the possibility of extension. The opening of the envelopes is scheduled for September 2nd, at 9 am, in the Meeting Room of the City Hall's Tender Committee. In a statement, the Chavantes Group stated that there is a current contract to manage HMUT and that there is no decision from the Court of Auditors that requires a change of manager. The entity says that there is an attempt to justify emergency hiring. (read the note in full below) Accountability The document provides rules for controlling and supervising the contract. There will be monthly accountability, quarterly evaluation and monitoring of goals. Some of the planned goals are: Humanized reception Patient safety Maintenance of teaching and research linked to the university Integration with the municipal and regional health network Strengthening lines of care, including the maternal and child area According to the city hall, in the transition process of the hospital administration, an emergency contract will be drawn up to avoid interruption of care for the population. Contract for management of Hmut ends on July 31 Remember Santa Casa de Misericórdia de Chavantes took over management of the Municipal University Hospital in 2024, still under the administration of former mayor José Saud. This year, the city hall and the social organization started a legal dispute. The municipality even withheld transfers, alleging non-compliance with contractual targets, while the entity contested the measure. The city hall had already tried to hire a new manager through previous public calls, but the processes ended up suspended or changed. The Chavantes Group released the following note: "The Chavantes Group clarifies that there is a current contract for the management of the Taubaté Municipal University Hospital (HMUT), with a contractual provision for continuity and the possibility of renewal for up to 5 years. In this context, the attempt by the City of Taubaté to create a fictitious and artificially manufactured scenario of emergency contracting without already existing legal, contractual and administrative alternatives having been exhausted. It is important to reinforce that the Court of Auditors of the State of São Paulo did not order the interruption of the current contract, did not prevent its continuity and did not order the immediate replacement of the current manager. The TCE's notes concern the public call made by the municipality itself and the resulting adjustment, with indication of corrective measures, and not the paralysis of hospital management. Therefore, the use of these notes as justification for an emergency contract cannot be sustained as an automatic consequence of the Court's decision. Instead of fabricating an emergency situation, the City Hall, by law, should properly conclude the public call, make the necessary corrections and, at the limit, temporarily renew the contract with the Chavantes Group to ensure a safe, regular and risk-free transition to assistance. The Chavantes Group understands that an emergency contract, in the current circumstances, must be treated with maximum rigor, as it involves the management of a strategic public hospital, with hospitalized patients, active professionals, suppliers, contracts, inputs, medicines, equipment and essential services in operation. If the City Hall insists on following this path, even in the face of existing legal alternatives, the procedure must respect publicity, transparency, equality and objective technical criteria. The municipality has more than 50 qualified Social Organizations, and all of them must have access to the same information, deadlines and conditions for participation. Emergency hiring cannot be conducted as a direct, restricted or targeted choice for a single entity. The Chavantes Group remains qualified in the municipality, has no impediment to participate in any procedure and has already formally expressed interest and willingness to participate, according to Official Letter No. 359/2026. Therefore, any emergency process must also allow the participation of the current manager, on equal terms with other qualified entities. To date, City Hall has also not presented objective information on how the management transition will be conducted, who will take over the operation, what the schedule will be, what the professionals will be like and what measures will be adopted to avoid discontinuity of care. The Chavantes Group will continue to fulfill its obligations while at the helm of HMUT and reinforces that any decision on the future of the unit must observe legality, legal security, transparency and, above all, the continuity of service to the population of Taubaté."
