The decision was taken by the president of the Chamber, Richardson da Padaria (União), who accepted the opinion of the Legislative Attorney's Office. According to the document, the complaint did not meet the admissibility requirements required to proceed. With this, the process was closed and the author of the representation will be officially communicated. After the filing, the mayor of Taubaté, Sérgio Victor, stated on Tuesday night (14), to Rede Vanguarda, that he received the decision calmly. He said he was already expecting the outcome, classified the complaint as a "political act" and stated that it was archived due to lack of evidence. The mayor also declared that the president of the entity involved publicly denied any request for bribes and stated that the administration will continue to work "with transparency", while evaluating possible legal measures against those responsible for the complaint. Among the points raised, the document questioned City Hall's decision not to renew the contract with Grupo Chavantes, responsible for managing HMUT, claiming that the measure had been taken without technical planning, impact study, transition schedule and guarantees of continuity of services. The request also cited administrative disallowances — payment cancellations — in excess of R$10 million, the legality and proportionality of which, according to the author, should be verified. Furthermore, without presenting evidence, the representation stated that the municipal management was trying to favor two companies and mentioned an alleged request for payment of a percentage of the contract to Santa Casa de Chavantes during a meeting at City Hall. After the complaint was presented, Mayor Sérgio Victor denied the accusations. In a video published on social media and in an interview with Rede Vanguarda, he stated that there was never a request for a bribe and classified the representation as a document "without any basis" and "without any proof". The mayor also defended the decision not to renew the contract with Grupo Chavantes, citing notes from the State Court of Auditors (TCE-SP) on the entity's hiring process in the previous administration. In a statement, the entity stated that it met the contractual goals, attributed the problems faced by the hospital to underfunding and said that the TCE's notes refer to the contracting process carried out by the City Hall, and not to the quality of the services provided. The group also criticized the handling of the HMUT management transition and stated that it will continue to adopt measures to ensure continuity of assistance.
