State may lose resources for work at Clóvis Sarinho The Government of Rio Grande do Norte presented to the Federal Court a schedule that foresees the completion of the renovation of the Clóvis Sarinho Emergency Room (PSCS), at Walfredo Gurgel Hospital, within 480 days (16 months) after the reactivation of the contract for the transfer of federal resources for the work. The planning was presented during a hearing on Thursday (2). The Court approved the first stage and gave the State 60 days to complete the Term of Reference, which will be analyzed by Caixa Econômica. The purpose of the hearings is to define a plan to ensure the continuity of the work and avoid loss of funding. The discussion in court involves a transfer of R$3.9 million destined for the renovation. As the work was not completed within the deadline, the process began to discuss the possibility of extending the contract to avoid the loss of federal resources. According to the minutes of the hearing, the government stated that it considers the planning to be fully feasible and is committed to meeting the deadlines. Substitute federal judge Moniky Mayara Costa Fonseca Dantas approved the first stage of the schedule, but determined that the decision could be reviewed if the State fails to meet the deadlines or unjustified delays occur. A new hearing was scheduled for September 3rd. Until then, the State must present the completed Terms of Reference and submitted to technical analysis by Caixa Econômica Federal. Schedule presented by the State According to the plan presented to the Federal Court, the renovation of the Clóvis Sarinho Emergency Room will be divided into five stages: Stage 1 (60 days) - July to August/26: preparation of the Term of Reference with the PSCS medical staff and planning of works considering the shutdown of sectors for execution. With Caixa's technical approval for the reactivation of the contract, the State will be able to start working on the subsequent stages: Stage 2 (60 days) - September to October/26: bidding for executive project, with adjustment of architectural design, surveys, updating of spreadsheets and complementary projects, with respective approvals and budget documents. Stage 3 (90 days) - November/26 to January/27: execution of executive and complementary projects and approval by the competent bodies. Stage 4 (90 days) - February to April/27: bidding for the work, contracting and issuing a Work Order. Stage 5 (180 days) - May to October/27: execution, completion and reporting of the work. Work stopped At a hearing on June 18, an engineer from the State Department of Public Health (Sesap) reported that the contracts of the two companies responsible for the renovation were terminated after problems in executing the services. According to him, delays in financial transfers and the difficulties of carrying out the work with the hospital in operation contributed to the stoppage. The State Secretary of Health, Alexandre Motta, stated that the need to terminate the contract with the company responsible for the renovation was one of the factors that prevented the work from progressing. "We had to cancel the contract with the company and that company was unable to complete the renovation of Walfredo, Tarcísio Maia, or Santa Catarina. This meant that we had to stop work and that is the situation we are in today", he explained. According to the secretary, the State is working to overcome administrative obstacles and resume the project. "To the extent that we manage to resolve the bureaucratic procedures, the impasses that we have today together with the Infrastructure Secretariat, with Caixa and that we manage to get the work moving, it will obviously make things easier", he said. Motta also adds that the main operational difficulty is reconciling the work with the operation of the hospital. "It's like changing a tire or two while the car is running. There's all this complexity of ensuring that people have access to the hospital and, at the same time, the work happens." He added that the need to hold a new tender also impacted the schedule. "This embarrassing situation of us not having completed the tender, that tender that we had to cancel and this new one, this certainly impacts the service that we offer", he stated. Understand the case The renovation of the Clóvis Sarinho Emergency Room is financed by federal resources transferred through a contract signed more than ten years ago. As the work was not completed on time, the Federal Court began monitoring the case to define a plan that would allow the project to continue. At a court hearing, representatives from Caixa and the Ministry of Health stated that technical elements were still missing to demonstrate the feasibility of resuming the work. Among the main points highlighted were the need to update the projects, define the remaining interventions and detailed planning to make the renovation compatible with the operation of the largest emergency room in the state. Given this scenario, the Court ordered the State to present a schedule with steps, deadlines and technical justifications for completing the reform.
