The Municipality of São Sebastião, through the Secretariat for Economic and Social Development (Sedes), began the transition from the institutional care model for children and adolescents to the ‘Casa Lar’ format, with a focus on humanization and increasing the quality of care. The collaboration agreement that makes the execution of ‘Casa Lar’ possible was signed by Mayor Reinaldinho Moreira on July 8th, and the contract will come into effect on August 1st. The new model reorganizes the operating dynamics of the Institutional Reception Service for Children and Adolescents (Saica), offering reception in units with residential characteristics and care in smaller groups. One of the main differences in relation to the Institutional Shelter is the presence of the resident educator/caregiver, a professional who stays in the ‘Casa Lar’ with the children and adolescents hosted, being responsible for daily care and organizing the unit’s routine. In total, there will be three houses distributed in the regions of the North Coast, South Coast and the central area of ??the municipality, allowing for a territorial organization that favors individual monitoring of those welcomed. Decentralization also aims to keep children and adolescents inserted in their social contexts, preserving links with schools, services and communities of origin. The planning provides for division by age group, but establishes as a priority the stay of groups of siblings in the same unit, avoiding additional disruptions in the reception process. The transition from the model of direct execution by the municipality of the Institutional Reception Service for Children and Adolescents (Saica) to the 'Casa Lar' format, with indirect management, occurs after a favorable decision by the Court of Justice of São Paulo, which authorizes the service to be carried out through a partnership between the public authorities and a Civil Society Organization (OSC). With the change, the capacity will be increased to up to 30 people accommodated simultaneously, with a limit of 10 per house. Indirect management should also bring more flexibility in food, with menus adapted to the needs of those welcomed. The transition will occur gradually and will be monitored by a Transition Committee, made up of a Saica technical team and other members designated to monitor and organize the process. Permanent employees will be reallocated, while contract employees may be absorbed by the partner organization. The service will remain under strict supervision, with continuous technical monitoring and monitoring by bodies that guarantee rights, such as the Guardianship Council, Public Defender's Office, Public Prosecutor's Office and Children's and Youth Justice, ensuring the legality of the process and priority to the interests of children and adolescents.
