In the opinion approved by the Finance and Inspection Committee, the rapporteur states that the project meets constitutional requirements and federal legislation on public finances, but makes reservations in relation to the fiscal scenario projected for 2027. According to the report, the primary surplus target of R$549.3 million depends on a fiscal reversal of more than R$2 billion in a single year, the reduction of funding expenses, the continued absorption of the social security deficit and the non-occurrence of risks taxes that were not detailed in the project annexes.
