Amounts already paid Furthermore, more than R$6.4 million has already been paid to Hydros, an amount that corresponds, according to the TCE, to 70% of the contract which totaled R$9,561,524.50. The precautionary measure was granted within the scope of an inspection initiated by the TCE itself to determine the regularity of Electronic Auction No. 570/2025/SEICT and the execution of Contract No. 05/2026. According to the report, during the visit to Seict's headquarters, the auditors did not find sufficient evidence to prove the delivery of the technological solution and other contracted services, such as lack of technical support, maintenance, operational support and implementation of solutions. Risk to property According to the technical report, signs of irregularities were identified in different stages of the bidding process and contractual execution. Among the notes are possible restrictions on competitiveness, failures in the formation of the budget and suspicions of the direction of hiring. The judge also highlighted the risk of damage to public assets if payments continued to be made. Another determination approved by the counselors was the formal communication of the facts to the Public Ministry of the State of Acre (MPAC). The body must analyze the information sent by the Court of Auditors and adopt the measures it deems necessary. Note from Seict The State Secretariat for Industry, Science and Technology (Seict) informs that it has not yet been formally notified of the aforementioned decision. As soon as there is official knowledge of its content and consequent technical depth on the subject, the Secretariat's technical and legal team will carry out a detailed analysis of the grounds and adopt all appropriate measures, always respecting the decisions of the control bodies and observing the principles of legality, transparency and good management of public resources. Seict reaffirms its commitment to transparency and good use of public resources and remains available to provide all necessary clarifications at the appropriate time. Note from Deracre The Department of Highways, Waterway and Airport Infrastructure of Acre (Deracre) informs that, before the publication of the precautionary measure issued by the Court of Auditors of the State of Acre (TCE-AC), it had already initiated an administrative procedure to analyze the annulment of Contract No. 05/2026, resulting from Price Registration Minute No. 01/2026. The municipality clarifies that, to date, it has not been formally notified of the precautionary decision. Pursuant to Federal Law No. 14,133/2021, the annulment of administrative contracts must comply with due legal process, with the guarantee of contradictory proceedings and full defense to the contracted company. For this reason, the administrative process was already under legal analysis to adopt the appropriate measures. Deracre also informs that there was no execution of the contractual object, nor were any payments made or any financial transfers made to the company contracted under Contract No. 05/2026. The authority reaffirms its commitment to legality, transparency, legal certainty and compliance with the determinations of control bodies.
