The texts were published in the municipality's Official Gazette. As soon as the laws come into force, the capital of Rio Grande do Sul will have a new regulatory framework to guide urban growth, housing policy, mobility, economic development and adaptation to climate change. ? The automatic exemption from the permeability fee for properties located in the 4th District was a vetoed device. The objective, according to the City Hall, was to preserve the "possibility of requiring, in new developments, solutions that contribute to increasing permeability, qualifying urban drainage and incorporating green infrastructure or equivalent technical measures". A change in the Lomba do Pinheiro region, in the East Zone, was also vetoed, which would allow more intense subdivisions and significantly smaller lots in an area with relevant environmental sensitivity, without sufficient studies on the support capacity of the territory and existing infrastructure, according to the Executive. Another vetoed device is related to the generation of Transfer of the Right to Build (TDC) for listed or inventoried properties. Sections that dealt with specific themes were also vetoed, while the Master Plan is intended to govern the city's urban planning in a more comprehensive way. The vetoed sections will be forwarded again to the City Council, where they must be analyzed by parliamentarians. The laws came into force 180 days after publication in the Official Gazette.
