The unit will operate daily, from 7pm to 7am, in the César de Sousa region. The people welcomed will have access to overnight accommodation, food, bathing, hygiene kits, bed linen, blankets and support from a specialized technical team. The people welcomed will also be referred to social assistance network services and other public policies, when necessary. The space will also offer social, recreational and sporting activities, developed in partnership with the Municipal Department of Sports, Leisure and Quality of Life. The proposal is to promote integration, strengthen bonds and value the people served. The service will work in an integrated manner with the Specialized Service in Social Approach and other equipment in the social assistance network, guaranteeing humanized and articulated service. The City Hall informed that the expansion of Operation Winter will be carried out in partnership with the Civil Society Organization (OSC) ABOMORAS, through an amendment to the existing collaboration agreement. Operation Winter 2026 Operation Winter began on June 1st and continues until the end of August. The action is carried out every year to increase protection for homeless people during periods of low temperatures. Currently, the municipality has 222 reception places. During other periods of the year, the capacity is 158 spaces. The Specialized Social Approach Service also started to operate 24 hours a day. When identifying situations that pose a risk to the lives or integrity of the people being treated, the team may request medical assistance on site to assess and determine the necessary referrals. The city also has the POP Center, a reference equipment for serving homeless people, which does not offer overnight accommodation. The service operates from Monday to Friday, from 7am to 4pm, offering assistance, guidance and activities. The City Hall also maintains the Consultório na Rua, an itinerant service that expands access for homeless people to the health network and other public services. The team provides medical care and, on days when the temperature drops below 10°C, the service operates until 10pm. On other days, service is available until 4pm. The teams approach places with a higher concentration of homeless people and also respond to demands made by the population.
