In the final years, the index was 5.1 points, below the regional target of 5.8. ?? Furthermore, according to the survey: in the initial years of elementary school, 9 of the 10 cities reached or exceeded the target established for 2021; no city reached the target in the final years of elementary school; the regional Ideb was 6.5 in the initial years, 5.1 in the final years and 4.4 in secondary education. the average Ideb in the region is lower in the more advanced stages of education. Ideb assesses the quality of education in Brazil. The index was created in 2007, with targets established for each state and the Federal District, in addition to targets for each school unit. The Ideb for the initial years of elementary school in the Alto Tietê public network was 6.5 points, exactly the target established for 2021. Classes from 1st to 5th year were considered. ? The result represents an increase of 0.2 points in relation to the 2023 Ideb. Among the cities in the region, four recorded an increase in the index, but were still below their respective targets for 2021: Mogi das Cruzes, Poá, Santa Isabel and Suzano. Salesópolis was the only city in the region to record a drop in the index. The municipality went from 6.7 points in 2023 to 6.2 in 2025 and failed to exceed the municipal target.

The Ideb for the final years of primary education in the Alto Tietê public network was stable in relation to 2023. The region recorded 5.1 points in 2025, the same score as in the previous survey. Classes from 6th to 9th grade were considered. ? The result is below the target established for the region in 2021, of 5.8 points. The difference is 0.7 points. No city in the region reached the target set for 2021 at this stage of education, the same scenario as in 2023.

The Ideb for high school in the Alto Tietê state network grew 0.2 points and reached 4.4 in 2025, above the target of 4.3 established for 2021. Survey considers classes from 1st to 3rd of high school. ? The result was 0.1 point above the regional target. Among the cities, only Biritiba-Mirim did not reach the municipal target. The municipality recorded 4 points and, according to the survey, has maintained this score since the target reference year. The biggest increases in Ideb were recorded in Guararema, Salesópolis and Suzano. The index crosses two pieces of information and presents results on a scale that goes from 1 to 10: approval rate/school flow (the percentage of students who did not repeat a year); Saeb notes, a Portuguese and mathematics test taken by students in the 2nd, 5th and 9th year of elementary school and by students in the 3rd year of high school. Brazilian and international experts argue that failure, when it occurs indiscriminately, considerably increases the risk of adolescents dropping out of school. It is more effective, for example, to implement learning recovery systems, so that young people can progress without gaps in knowledge.
