After three and a half years of his second term, the governor of Rio Grande do Sul, Eduardo Leite (PSD), fully fulfilled 25 of the 39 promises made during the re-election campaign in 2022, according to a survey by g1. The Politicians' Promises project, by g1, monitors the fulfillment of commitments made by candidates for mayors, state governments and the Presidency of the Republic. At this stage, the survey considers a balance of what was delivered between January 1, 2023 and June 30, 2026, a period equivalent to three and a half years of office. Of the 39 commitments made by Eduardo Leite: 25 were fully fulfilled; 7 were partially fulfilled, still with pending issues; 7 have not been fulfilled to date. Monitoring politicians' promises has been carried out by g1 journalists from all over Brazil since 2015. See below the promises separated by themes: Health Public Safety Education Administration Infrastructure Environment Economy Culture Privatization Expand contracted surgeries and specialized consultations In a debate on RBS TV, held in October 2022, Leite promised to use the structures of philanthropic hospitals and sign contracts with hospitals to perform more than 100 thousand surgeries contracted by the state government. The government kept its promise. According to data from the Department of Health, 118,200 surgeries were contracted, between August 2022 and 2023, for 214,920, between May 2025 and 2026. Transmission of information via SMS or platforms such as WhatsApp The promise is contained in the government plan: creating a network for transmitting information via SMS or platforms such as WhatsApp to reinforce behaviors and disseminate public health information. The government complied. According to management, alerts and warnings are passed on through the GurIA platform which "allows the sending of health information and guidance through different digital channels, including WhatsApp, enabling the rapid and targeted dissemination of campaigns, alerts, recommendations and health education content, strengthening communication between the SUS and citizens". Specialty outpatient clinics Leite promised, during the debate, to increase the number of specialty outpatient clinics from 101 to 300, through the reorganization of the health financing model. The promise was fulfilled. 275 new specialty outpatient clinics were opened in the governor's second term. According to Leite management, 515 specialty outpatient clinics have been opened in the last eight years. Reducing queues at specialized consultations Leite promised, in debate, to invest an additional R$85 million to expand surgeries and specialized consultations, in order to reduce waiting lists. The promise was fulfilled. The government claims to have invested R$ 238,291,796.40 in these services with the creation of SUS Gaúcho, "a strategic program that allocates resources to reduce the main waiting lists for consultations and surgeries". The Department of Health (SES) points to the reduction of queues in general adult ophthalmology (-66%), knee orthopedics (-59%), otorhinolaryngology (-31%) and general adult orthopedics (-15%) as examples. New IPE Saúde Leite promised to discuss and restructure the IPE Saúde contribution model. The promise was fulfilled. The government approved, in 2023, in the Legislative Assembly, a project to restructure the remuneration structure of IPE Saúde. Mental health beds Leite stated, in debate, that he would continue in the direction of expanding mental health beds in the interior of the state. The promise was fulfilled. According to the state government, 93 new mental health beds were enabled in general hospitals, totaling 1,541 beds. Active search systems As a candidate for re-election, Leite promised, in electoral propaganda broadcast on television, to implement a system for scheduling and actively searching for diseases by region. The promise was fulfilled with the implementation and expansion of the Outpatient Regulation System (Gercon). The government states that Gercon, in operation since 2022, underwent improvements under this management. The system organizes scheduling and enables active search strategies by region, contributing to greater efficiency in patient referral and care, according to Leite management. Create a support program for small hospitals The promise is included in the government plan and was partially fulfilled. During the second term, the government did not create a specific support program for small hospitals. What the government says: management argues that it allocated R$30 million for the recovery, renovation, expansion and acquisition of equipment for small hospitals (with up to 50 beds) that serve users of the Unified Health System (SUS), through the Avançar program, created in the first term. Zeroing queues for elective surgeries Leite promised, in an election campaign broadcast on television, to eliminate queues for elective surgeries in the state. The government did not clear the queues for elective surgeries. What the government says: government advisor Eduardo Leite stated that more than R$1 billion was invested in the Avançar na Saúde program, which covers the entire department, and implemented the GERINT system, which meant "an important advance in the qualification of surgical queues in RS". The government gives as an example the provision of knee surgery, which increased by 472% (3,400 surgeries in three months). Finally, it states that "the strategy led by SES is in the process of being implemented and will allow for increased visibility into existing demand in the State." New central prison Leite promised to demolish the central prison in Porto Alegre, which was once considered the worst in the country, and build another prison unit in the capital of Rio Grande do Sul.
