According to the Municipality, the objective is to adapt the pension system to the requirements of Constitutional Amendment 103, of the 2019 Pension Reform, and reduce the Diviprev deficit. Before the vote, the Executive presented a modifying message to the original project incorporating suggestions made by councilors and civil servant representatives. Among the changes are transition rules considered more favorable for those who are close to retiring and adjustments related to the permanence benefit. According to City Hall, 16 of the 27 union demands were met. However, the lawyers representing the unions, André Rodrigues and Farlandes Guimarães, state that only technically reformulated texts were accepted. "All proposals presented by the unions were brought to the table, but only technical corrections were accepted. The points that really impact the lives and rights of employees were not accepted. At no time did the administration demonstrate a willingness for an effective dialogue", stated the lawyers. What changes According to the approved law, the Municipality will adopt new rules for the retirement of permanent employees, including minimum age, contribution time, rules for calculating benefits and transition rules for those already in public service. Provisions relating to death pensions and the functioning of the Social Security Scheme are also amended. According to City Hall, the reform seeks to guarantee Diviprev's financial sustainability given the growth in the number of retirees and pensioners and the actuarial deficit accumulated by the system. Unions criticized proposal Throughout the process, the project was the target of criticism from the Municipal Workers' Union of Divinópolis and Central-West Region (Sintram) and the Municipal Education Workers' Union (Sintemd). The entities defended changes to the transition rules, reduction of the retirement toll, maintenance of acquired rights and changes to contribution rules, arguing that the original text imposed losses on employees and could lead to legal action. Justification by the City Hall In justifying the project, the City Council argued that the restructuring of the social security system is necessary to ensure the financial and actuarial balance of the system and guarantee the payment of pensions in the coming decades. According to the Executive, the changes also adapt municipal legislation to national standards applicable to public servants' pension schemes. Next steps With approval by the Chamber, the project goes to Mayor Janete Aparecida Silva for sanction. After the publication of the new law, the rules will come into force according to the deadlines set out in the text, respecting the transition rules established for employees who are already part of the municipality's permanent staff. Since the beginning of the day, workers from different categories demonstrated in front of city hall. In the early afternoon, the workers went in a convoy to the Chamber to follow the vote. The plenary, the corridors of the House and the external area were packed during the session, which was marked by demonstrations, slogans and banners against the pension reform. Even after the approval of the project, the employees held a new assembly in front of the Chamber and decided to maintain the strike that began this week, on the grounds that the approved changes do not meet the category's main demands.
