Whoever combines the biggest discount for the population with the biggest offer to the government wins the auction. According to the document, the concession provides for the winning company to take over water and sewage services in around 40 municipalities in Rondônia, including Porto Velho, which are part of the state's Water and Sewage Microregion (MRAE).
