The National Energy Policy Council (CNPE) may decide, this Tuesday (14), on increasing the mandatory mixture of anhydrous ethanol in gasoline, from 30% to 32%. The decision had been expected since May, but was postponed on three occasions following cancellations and changes to the collegiate's agenda.

According to the Ministry of Mines and Energy, the adoption of E32 could reduce the need to import gasoline by around 500 million liters per month. In the ministry's assessment, this volume would be enough to make Brazil self-sufficient in fuel supply. The proposal is part of the Fuel of the Future policy, a regulatory framework created to expand the use of renewable fuels and reduce greenhouse gas emissions in the transport sector. In June 2025, the mandatory mixture had already been raised from 27.5% to the current 30%. Demand for ethanol For the Sugarcane and Bioenergy Industry Union (Unica), the increase in the mixture represents a continuation of the Brazilian policy of encouraging biofuels. "The measure was created within the scope of the Fuel of the Future program, based on technical studies, and reinforces the use of a renewable fuel produced in Brazil, contributing to energy security, decarbonization and reducing dependence on gasoline imports," the entity stated to g1. Unica estimates that the change will increase demand for anhydrous ethanol by around 1 billion liters per year compared to the current blend of 30%. The Minister of Mines and Energy, Alexandre Silveira, has argued that the adoption of the E32 is supported by technical studies that prove the safety of the new mixture for the Brazilian fleet. Change occurs amid oil volatility The CNPE's decision should occur at a time of volatility in the international oil market, caused by tensions in the Middle East. In this scenario, the government is betting on increasing the share of ethanol in gasoline as a way of reducing dependence on imports, increasing the domestic supply of fuel and reducing the country's exposure to fluctuations in the international market. Last week, Finance Minister Dario Durigan stated that the government will evaluate this week the partial or total removal of the gasoline subsidy created by the government to contain the effects of the war in the Middle East on fuel prices. The recent escalation in geopolitical tensions and its effects on the international oil market are already impacting fuel prices in Brazil. A survey by the Economics Center of Sincomercio Araraquara points out that, although the country does not face the risk of shortages, the global rise in oil prices and internal factors continue to put pressure on gasoline, ethanol and diesel, with direct impacts on the cost of living. The Sincomercio Araraquara Economics Center continues to monitor data released by the National Agency for Petroleum, Natural Gas and Biofuels (ANP) in order to evaluate the behavior of fuel prices in the municipality and in Brazil. In February, fuel prices in Araraquara recorded typical variations, mainly influenced by national and seasonal issues, such as tax changes and the lower supply of sugar cane. In the same publication, Motta said that he agreed with the Minister of Mines and Energy, Alexandre Silveira, and the Minister of Planning, Bruno Moretti, to advance the proposal currently being processed in the Chamber of Deputies on the matter. "Regarding the fuel PLP, the Federal Government remains committed to removing the subsidy being given to gasoline, just needing some more time to wait for price stabilization resulting from the conflict in Iran," he wrote.
