Commission approves project to combat gambling addiction and reorganization of the Health Council

The Health, Welfare and Social Assistance Commission of the Legislative Assembly of Mato Grosso (ALMT) held, this Tuesday morning (14), an ordinary meeting to consider 16 matters aimed at strengthening public health policies in the state. All projects on the agenda received a favorable opinion from the working group.

Among the highlights is Bill No. 106/2024, which establishes the State Program to Combat Addiction to Sports Betting, Casino and Gambling (ludopathy). The proposal seeks to establish prevention, reception and treatment actions for people affected by gambling addiction, a problem that has gained relevance due to the growth of sports betting and online gaming platforms. The committee's opinion was favorable to the approval of the matter under the terms of Integral Substitute No. 1.

Another project of great relevance considered was Complementary Bill No. 58/2025, which provides for the composition, organization, duties and functioning of the State Health Council (CES-MT), in addition to updating current legislation. The board issued a favorable opinion on the approval of the proposal under the terms of Integral Substitute No. 2.

The agenda also included projects aimed at strengthening the mental health of the population of Mato Grosso. Among them, Bill No. 594/2026, which amends the State Mental Health Program to include monitoring and follow-up actions for treatment abandonment, and Bill No. 595/2026, which establishes guidelines to expand the work of occupational therapists in Psychosocial Care Centers (CAPS).

In the area of combating leprosy, the commission approved a favorable opinion on Bill No. 654/2026, which includes guidelines for psychosocial care for people affected by the disease in the State Mental Health Program, and on Bill No. 633/2026, which establishes guidelines for the State Policy for Control, Treatment and Elimination of Leprosy in Mato Grosso, in addition to authorizing the granting of food assistance to patients undergoing treatment.

The matters analyzed also cover proposals related to strengthening nursing in urgent and emergency services, disease prevention, expanding access to information and connectivity in public health units, care for people with rare and chronic diseases, preventing the misuse of hormones and anabolic steroids, in addition to policies aimed at women's health, people with disabilities and combating neglected tropical diseases.

Projects considered by the Health, Welfare and Social Assistance Commission

PL nº 576/2026 – Establishes guidelines for the minimum number of nursing professionals in urgent and emergency services.

PL nº 977/2024 – Expands the State Program for the Treatment of Chemical Dependents with specific actions aimed at women with alcohol dependence.

PL nº 789/2025 – Establishes guidelines for the free supply of medicines based on tirzepatide, semaglutide and other substances incorporated into the SUS for the treatment of type 2 diabetes, obesity and comorbidities.

PL nº 2141/2023 – Establishes guidelines for creating the Program to Combat Neglected Tropical Diseases.

PL nº 671/2026 – Establishes the State Policy for Awareness and Prevention of the Risks of Improper Use of Hormones, Anabolics and aesthetic or muscular stimulation substances.

PL nº 626/2026 – Establishes the State Policy for Prevention, Monitoring and Combating Hantavirus.

PL nº 412/2026 – Updates the State Statute of Persons with Chronic, Complex and Rare Diseases, including guidelines on genetic counseling and diagnosis.

PL nº 352/2026 – Makes it mandatory to install means that allow viewing the interior of rooms for children with disabilities in healthcare establishments.

PL nº 416/2025 – Provides for the disclosure of information regarding the birth of newborns with Down Syndrome.

PL nº 591/2026 – Authorizes the contracting of free wireless internet (Wi-Fi) service for users of public health units in the state.
