The demonstration was made in response to Minister Flávio Dino's determination and signed by lawyers Marcelo Ávila de Bessa and Thiago Fleury.
"It does not mean that every intra-party conversation between the party president and the parliamentarians of his base turns, by fiction, into a budgetary act carried out by those who did not have competence", says the document.
The defense, however, also adds that he participates in conversations on the topic.
"In any case and in every hypothesis regarding the Liberal Party, the parliamentarian does not function as a mere interposed name: he assumes the institutional responsibility of evaluating, adopting, altering or rejecting the suggestion and submitting it to the competent collegiate bodies."
The official position contradicts Valdemar's statement that both he and other party leaders with representatives in the National Congress interfere in the sending of amendments. "It's logical. The president's job is to take care of the party," said the leader of Jair Bolsonaro's party in an interview with GloboNews last Tuesday (14).
Valdemar's speech supported minister Flávio Dino's determination that the presidents of 21 parties explain whether they have quotas, reserves or any other mechanism that allows them to decide on the fate of parliamentary amendments from senators and deputies.
"Valdemar Costa Neto is a prominent politician and presides over one of the largest Brazilian parties, so his public statements deserve attention. If valid, they constitute a relevant novelty in these files", wrote the judge, who is the rapporteur of the action in the Supreme Court that deals with these transfers.
Before that, on July 10, Dino ordered the blocking of up to R$119 million in Valdemar Costa Neto's assets after the PF (Federal Police) pointed out that he acted to direct parliamentary amendments even without a mandate in the National Congress.
