According to the survey, the first investment to implement the unit was announced in 2012, with delivery expected in 2014. Since the beginning of the project, the work has already undergone three contracts with different companies. “We are taking this representation to the Court of Auditors because we understand that it is necessary to clarify why such an important project took so many years to be completed and had so many amendments and contractual changes”, said councilor Pedro Duarte. According to the representation, the contract signed in 2022 for the completion of the unit provided for an execution period of 365 days. The work, however, received eight additional terms and had its schedule extended to 1,275 days, an increase of 910 days in relation to the initial deadline. The value of the contract also increased from R$50.6 million to approximately R$62.3 million. Still according to the document, even before the formal termination of this contract, the State signed a new agreement, in 2025, to carry out a complementary renovation at the hospital. The second contract also received four amendments, extending the execution period from 180 to 420 days and increasing the expected value from R$8.7 million to R$11.2 million. The representation questions a clause in the new contract that provides for risk sharing for possible corrections of items that were not executed or were performed incorrectly in the previous stage. According to the document, this may have transferred costs to the government that should have been assumed by the company responsible for the original work. Another point raised is that the request for issuance of a certificate of execution of the work by the contracted company would have been presented with a divergence from what was stipulated in the contract, a situation that, according to the representation, would prevent the regular formal closure of the work. In the end, the councilor requests that the TCE carry out an extraordinary inspection or audit integrated into the contracts, investigate the reasons for the delays, investigate the legality of the second contract and suspend the definitive issuance of the certificate of execution of the work until the investigations are completed. What the State says In a statement, the State Government informed that the works on the Nova Friburgo State Oncology Hospital are in the definitive acceptance phase, with delivery scheduled for October. According to the government, the last finishing touches are currently being carried out on the unit, in addition to the installation of the air conditioning system. The state administration stated that the deadline was extended to allow adjustments to the work, within the rules set out in the contract. Also according to the note, after completing these steps, the hospital will begin providing services to the population, following the technical schedule for implementing and operationalizing the unit. g1 also questioned the State about the notes made in the representation sent to the State Court of Auditors (TCE-RJ), such as the successive contractual amendments, the increase in the costs of the work and the possible irregularities raised in the document. These questions were not answered until the last update of this report. Nova Friburgo City Hall was also contacted to inform whether it is monitoring the progress of the work with the State Government and what assessment it makes of the successive postponements in the delivery of the unit, but it had not yet responded.
