Chamber approves opening of Processing Committee against councilor Vini Oliveira in Campinas The Processing Committee that investigates the alleged administrative improbity practiced by councilor Vini Oliveira (Cidadania), from Campinas (SP), scheduled the testimonies of witnesses and the parliamentarian for the 3rd and 4th of August. The information was released this Tuesday (7) by the City Council. The complaint indicates suspicion of a political-administrative infraction and may result in the revocation of the mandate (remember the case below). g1 asked the councilor's defense for a position. Testimonies The hearings will take place on August 3rd with six witnesses listed by the complainant, councilor Mariana Conti (PSOL), and on the 4th, with defense witnesses and the accused, as follows: August 3rd, at 9:30 am: Merciana Alves dos Santos Franca, Norival Antônio do Prado and Weltem Franca Souto Ferreira. August 3rd, at 2pm: Paula Anely Sikansi, Luciano Cristian de Paula and Emerson de Jesus. August 4th, at 9:30 am: Henrique Madson Berteli Eloy and Marco Antonio Castigleri. August 4th, at 2pm: personal statement from the accused, Vini Oliveira. All testimonies are scheduled to take place in the Plenary of the House of Laws. The Processing Committee will notify the witnesses, but it is up to the parties to ensure their attendance, since the CP does not have the power to determine coercive conduct. Sharing of evidence The Processing Committee also asked the MP to inform, if judicial authorization is required to share the evidence, which court is responsible for the case and the case number, so that it can formally request access to the material. Furthermore, CP wants to know whether any shared evidence should have any advertising restrictions, according to the City Council. The complaint read in the Plenary cites the release of a video in which the parliamentarian was allegedly caught in a transport company less than a month after the auction of the municipal public transport concession. According to the complaint, Vini Oliveira would have attended the location, participated in a meeting with other people and left the area carrying a box, bag, envelopes or bag with unclear contents. The request to open the CP was unanimously accepted among the 29 present. To compose the Commission, councilors Otto Alejandro (PL), who will be the CP rapporteur, Paulo Haddad (PSD), defined as president, and Dr. Yanko (PP) were selected at random. Depending on the outcome of the investigation, Vini Oliveira may have his mandate revoked. In a post on social media before the start of the session, the councilor's team informed that Vini Oliveira is hospitalized and unable to attend the Plenary due to his health. According to the legislation, the president will begin the work, notifying the accused to present a prior defense, in writing, within ten days. After this period, the CP has another five days to issue an opinion, giving its opinion on whether to continue or archive the complaint. If the opinion determines that the investigation should continue, the work will continue. If you decide to archive it, it will be submitted to the Chamber plenary so that all councilors can decide whether, in fact, the investigation should be closed or deserves to continue. If the investigation continues, the commission begins the investigation, determination of the acts, steps and hearings necessary for the testimony of the accused and the questioning of witnesses. The Commission will have an initial period of 90 days to investigate the case and present a final report, and may recommend that the process be archived or that Vini Oliveir's mandate be revoked. If impeachment is proposed, for it to occur it will be necessary for at least 2/3 of the 33 councilors to vote in favor.
